', That plan, proposed by State Rep. Giles rrencn or. moro, was endorsed by the Association of Oregon Counties at its convention vesterdav. It would follow the same pat tern used in the United States congress. At present, both the state senate and the state house of representatives are appor tioned on a population basis. The county judges and com missioners elected Judge T. A. Power of Jefferson county as president. Judge D. N. Busen bark of Douglas county was elected vice president, and Mar ion county commissioner Roy J. Rice was reelected . secretary treasurer. The convention suggested that charitable and religious organi sations which operate business in competition with private en terprise be subject to taxation. That was one of the sources of new revenue proposed to aug ment the scarce county Income. Another was through licens ing outdoor theaters and night clubs. The state would have to pass a law authorizing the coun ties to license such establish ments. The county officials also rec- ommended a constitutional amendment which would not in elude welfare budgets in the 6 per cent tax limitation. Oregon's county treasurers, who met here at the same time, demonstrated their feminine loy alty by electing all women of ficers. Twenty of the 36 treas urers are women. Mrs. E. T. Fairchild, Des chutes county, was elected pres ident; Mrs. T. H. Mosgrove. Umatilla county, vice-president; and Mrs. Alice Davidson, Jo sephine county, secretary-treas urer.
