24 Capital Journal, Salem, Young Gets Authority for Construction of Building No protests were made when public hearings were called, and the city council Monday night made short work of approving'two zone changes, one of which permits Donald Young to proceed with construction of a law office building on Court street between between the YMCA and the Court apartments. The ordinance bill passed with-' out dissent. The zone change Is from Class II residential to Class III business. The other bill, also passed, changes from Class I residential to Class II residential property in Blocks 28 and 35, Yew Park Annex No. 2, to permit a two unit dwelling. Summer Street Offer Received The people of North Summer street told the city council Mon day night that they will with draw their petition to change that street, between E street and Belmont, into a business zone if the council will recede from that part of the Baldock plan that would make North Summer a one-way street. A letter from John A. Mur ray, representing the petitioners, applauded the report by Robert W. Sawyer of Bend, chairman of the capitol planning commis sion, recommending that change In the Baldock plan. More than 90 per cent of the property owners on both sides of North Summer between E street and Belmont petitioned tor the zone change. The capitol planning commis sion recommends a proposal of the legislature that the capitol area be extended north from Court to D street between Cap itol and Winter. Reserve Officers Get Retirement Warning Naval reserve officers plan ning to take advantage of the reserve retirement Act passed last year are being warned that they may be disqualified by falling to accept their permanent commission. Thirteenth Naval district headauartera this week advised that only slightly over SO per cent of the naval reserve offi 1 rs In the district had. taken theif oath of office. Failure to take the oath and accept permanent commission places them on the inactive list which makes them ineligible for benefits of the Retirement Act. Stress Is being placed on the importance of early mailing if the recipients are to receive their . Christmas gifts at the proper time. This is particularly true in connection with parcels destined for Japan, Korea and islands of the Pacific and a date not later than November 1 is suggested in this connection. Mail for naval and marine corps personnel located in the more remote areas should be mailed as early as possible.
