Stocks Advance Up to Point New York, Aug. 17 U.R Snapping out of a sluggish rut, the stock market moved forward smartly today by fractions to more than a point. The volume was boosted to around 1,500,000 shares for the entire day when heavy trading started in Commonwealth & Sou thern at 5, up Vi at the year's high. Near the close on block of 100,000 shares was traded close ly followed by other blocks rang ing from 5000 to 8,000 shares. Oils were singled out for buy ing attention and made the best advance of any of the major groups. Within a short time the recovery spread to. rails, steels and majors, although the latter two have been held back by sell ing in the last two days. The upturn today was a con tinuation of the Tuesday mar ket which moved up a trifle aft er a three-day losing streak. Oregon Grass Seed Prices Booming Portland, Aug. 17 OP) Oregon grass seeds are attracting com petitive bids that are booming their prices. Common ryegrass Is up to about 10 '4 cents a pound, blue tag alta fescue Is up to 38 cents and chewing fescue was quoted yesterday at 32 and 33 cents. One deal was listed at 34 cents. Hairy vetch was not active and legume seeds were moving about average. A small carryover of 1948 stock was given as the reason for the activity in ryegrass and fescue. Capital Journal, Salem, Ore., Monitor Road Tangle Shown Discovery made by S. Sims, surveyor who has been platting land for additions to the school district at Monitor where a new school plant is being erected, shows that when market road 74 between Silverton and Monitor was laid out in 1926 that where it enters Monitor an old road was never vacated and this now encroaches over onto new land bought for the Monitor school district. The new market road is 50 feet wide. The old pioneer road which it replaced but which im mediately adjoins it to the west was 60 feet wide, giving the county about 110 feet of right ofway. The old pioneer road was abandoned here but still clutters up the title for the school district as well as for several lot owners lying in the townsite of Monitor. County court members Wed nesday agreed if the Monitor school district will set it in mo tion with a letter to the court, to adopt a resolution vacating the section of the old road no longer used, with exception of a 10-foot strip of it which will be added to its 50-foot rightof way for the road actually in use and return the balance of the land to the school district and other property owners. Mount Ranier Climbers Fined Mount Rainier National Park, Amtf. 17 (p John C. Preston, Mount Rainier national park su perintendent, said today that seven Oregon and Washington men had been fined $25 each for attempting to scale Mount Rai nier without complying with all park regulations. He said one party, composed of Ted Howser, T. R. Howser, A. R. Case and Bill Woods, all of Portland, were warned Sun day not to attempt to climb above Camp Muir, located at. 10.000 feet on the southern lope of the mountain. The pro hibition, he said, came when park rangers ruled they were not experienced mountaineers and were not properly equipped The four reached an eleva lion approximately 2,500 feet below the 14,408 summit before exhaustion forced them to aban don the attempted ascent, he said. On their return they were taken before a U. S. commls sioner and fined. The second party from Alder, Wash., composed of Ralph Wie sfard, William Bottcher and Don Purdy, attempted an ascent via Burrough mountain and the Em mons glacier. Preston said they failed to register as required, were turned back by snow squalls at 13,000 feet, and were fined In the commissioner s court on their return. ITU Upholds Strike Policies Oakland, Calif., Aug. 17 Wi Leaders of the International Typographical Union proposed today to tighten its work con tract policy. Target of the prospective ac tion at the current 91st conven tion was the so-called "memor andum contract." Some ITU lo cals recently signed such agree ments with employers. They drew rebukes by the ITU execu tive council. President Woodruff Randolph referred to contract deviations in floor debate yesterday on an attempt to knock over the un ion's basic policy for dealing with employers. Delegates' drowned out a St Louis resolution for a policy change with a resounding vote There were no dissenting votes to adoption of a committee re port spiking Hie resolution. The action backed Randolph's two- year fight against certain em ployers and the Taft-Hartley act St, Louis members called for outright repeal of the bargain Ing formula as outdated and un successful in maintaining har mony. Randolph, after referring to the 21-month ITU strike against Chicago newspapers and disputes elsewhere, warned that to abandon it would mean "com plete surrender."
