British government left square
ly up to feuding Hindus and
Moslem leaders today the ques
tion of whether India intends to
win independence in bloody ci
vil war or through peaceful ne
gotiations by the time Britain
ends her reign over the rich sub
continent 16 months hence.
Prime Minister Attlee told
the world yesterday that Britain
intends to pull out of India by
June, 1948, and at the same
time appointed Admiral Lord
Mountbatten, a great grandson of
the first British empress of In
dia, as viceroy to liquidate 200
years of British rule.
Some empire-minded conserv
atives and sections of the British
press direly predicted that a
bloody struggle for power in In
dia would result from Britain's
withdrawal.
Lord Templewood Sir Sa
muel Hoare before he. became a
peer presented a motion last
night declaring that the end of
British rule is likely to im
peril the peace and prosperity of
India.
Debate was scheduled in the
house of lords next Tuesday on
the motion and in the house of
commons the week after next.
The delay was caused because
the house of commons is sched
uled to debate three other press
ing British problems first for
eign affairs on the eve of For
eign Secretary Ernest Bevin's
departure for Moscow, turning
the Palestine mandate over to
the United Nations and govern

Portal Pay Ban
Gets Approval
Washington, Feb. 21 W) The
house judiciary committee ap
proved today a measure outlaw
ing virtually all portal-to-portal
pay claims.
The bill would also let em
ployers advance as a defense
against claims the contention
that they acted in "good faith"
they could offer it in contro
versies involving the wage-
hours act, the Walsh-Healy and
the Bacon-Davis acts.
The Walsh-Healey and Bacon-
Davis act establish working
standards which must be observ
ed on government contracts.
The burden of proof in claim
ing "good faith" would rest with
the employer.
Chairman Michener (R-Mich
said the committee approved the
bill "by a very large majority.
Questioned further, he said that
there was not a formal vofe
"not even a show of hands."
He said that, under present
plans, the measure is scheduled
to reach the floor for action next
Thursday.
The senate judiciary commit
tee met separately on its own
version of a measure to ban
portal pay claims, but failed to
take final action. Members in
dicated questions had arisen
concerning the constitutionality
of some terms of the measure

pleading to the charge turned state's
evidence and testified against Willis King

Funeral Rites for
Salem War Pilot
Funeral services will be held
at St. Joseph's Catholic church
Saturday morning at 10:30 a.m.
for Lt. Hartwel Zehner, former
Salem man, who was killed In an
airplane crash at Johnson field
near Tokyo, Japan, January 21
Interment will be in the City
View cemetery.
Lt. Zehner, an army man since
December, 1941, saw service in
the European theater with the
Ninth air force during World
War II and had been in Japan
since July, 1946, as the pilot of
a P-51 Mustang with the Eighth
air force. He had 1600 hours of
flying time.
Born in Portland, June 20,
1919, the officer came to Salem
in 1920 and was a graduate of
Salem schools. Residing here
until 1938, when he went to As
toria to make his home he was
connected with the Valley Mo
tor company prior to leaving
Salem. At the time of enlisting
in the air corps Zehner was a
salesman with the Lovell Auto
company in Astoria.
Surviving are his father, W.
T. Zehner of Coos Bay and a
sister, Mrs. Dean W. Seiple, also
of Coos Bay. -
Czechs and
Magyars
To Break
Impasse
Prague, Feb. 21 (JP) A high
source in contact with both
Czechoslovakia and Hungary
said today the two countries
were expected within a week to
break the impasse which has
held up for several months the
exchange of their respective
minorities.
This source said Hungary
would make the first move by
resuming on a limited scale the
transfer of Slovaks who have
been held up since last fall in a
dispute over quotas and other
details for similar transfer of
Magyars from Slovakia.
Czechoslovakia then is expec
ted to halt the movement of
Magyars from Slovakia to Bo
hemia and Moravia for employ
ment as labor under the coun
try's two-year plan, the infor
mant said. This movement has
been sharply criticized by Hun
garians, some of whom charged
the Magyars were being "sold"
as slaves.
The two countries were au
thorized by the United Nations
to work out the exchanges be
tween themselves.

Bradley Orders
VA Staff Cut
Washington, Feb. 21 (JP)
Gen. Omar Bradley, veterans
administrator, froze VA em
ployment at or near its peak of
224,852 persons today and or
dered all VA offices to begin
strict economies.
The action apparently was
Bradley's answer to congres
sional criticism that VA ad
ministrative expenses are exces
sive. In telegrams to 13 branch
managers, he warned that out
right cuts on the VA staff may
be anticipated.
He told the branch managers
that effective Friday night and
until further notice, there will
be no promotions within VA
and no filling of vacancies ex
cept for:
1. Prior commitments.
2. Essential medical and hos
pital maintenance employes. '
3. Isolated typists and steno
graphic vacancies that are ab
solutely essential.
Bradley also ordered immedl
ate cessation of:
1. All travel for conferences
and supervision of offices, hos
pitals and employes.
2. Overtime work except that
ordered to reduce back-logs
VA employment has risen to
its present level from 46,303 in
December 1943, and from 93
000 in December, 1945. Recent
turnover of employes have av
eraged 5000 to 7000 monthly.
VA officials said, however, they
anticipate a decline in the num
ber of resignations.

McMinnville, the state's butter
making champion.
His sweepstakes score was
94.58, a fractional margin over
the second place winner, G.
Brandli, Dallas Creamery com
pany, with 94.17. Last year's
winner, Ralph W. Gillette, Eu
gene Farmers' creamery, was
third with 93.5.
In other contests, cheese
making honors went largely to
Tillamook and Lincoln county
men, although Don Cornwell,
Wallowa County Creamery as
sociation, took first place in the
senior aged cheese division and
C. A. Hutchens, Mount Angel
co-operative creamery, was
third in the same class.

7 Hop Harvesting
Machines Ordered
Hop Harvesters, Inc., organ
ized to provide custom picking
machines for hop growers have
an order in for seven of the ma
chines with the Stevens Equip
ment company, Salem, and work
of manufacture is now in prog
ress, states C. W. Faulus, secre
tary-treasurer of the concern.
Other officers are Ralph Wil

Eismann, vice president.
The concern had initially con
templated having 10 of the ma
chines constructed. It is the plan
now to locate machines a mile
and a half north of Independ
ence, north of Mission bottom
and in the St. Paul area.
Contracts will be made with
growers to haul their hops to
the machines where the picking
will be done, probably at first
on a competitive basis, charge
for picking being what it would
be for picking by hand. Vines
would be cut off and hauled to
the machines. The contract with
the equipment company calls for
machines which will pick about
an average of 4000 pounds green
hops per hour, considered the
equivalent of the work of from
160 to 200 pickers. Necessity of
the machines became apparent
last season from the lack o
pickers which endangered the
harvest.

Accident on Salem-Dallas Highway As a result of the accident
shown in the above picture George Robert Myers of Monmouth
is in Salem General hospital with a right arm and rib fractures.
The crash occurred when he lost control of his car one-fourth of a
mile west of the Bonneville sub-station.
School Districts
Consolidated
The district boundary board
Friday after canvassing the
votes on the February 13 school
consolidation election, in the
Woodburn area in which Wood
burn, West Woodburn and John
son districts voted to come into
a consolidated district, but Hall,
Grassy Pond, Union, Belle Passi
and McKce voted against con
solidation, declared that the
three districts voting affirma
tively are consolidated.
Also petitions were received
at the meeting from Woodburn:
Belle Passi and Hall asking for
a new consolidation election for
ihose three districts, the board
setting the date for this election
for March 19. While in the pre
vious election Belle Passi and
Hall voted against consolidation
the vote was so cose the peti
tioners desire to take another
chance at it and in event it car
ries on March 19 they will go
into the other consolidation with
Woodburn, West Woodburn and
Johnson.
The boundary board Friday
also received petitions from the
Shaw and Rocky Point school
districts asking that board to
take a small section of territory
off from the Shaw district and
put it into Rocky Point. It was
explained that the proposed
change is also hooked up with a
potential consolidation being
proposed between Rocky Point
and Aumsville. If the territo
rial change is made this will
bring Rocky Point district con-
tigious to the Aumsville district
and make consolidation possible.

tant superintendent of banks, fish
commission secretary, and man
ager of the racing commission.
The following would get $4,
200 a year: Deaf school superin
tendent, boys training school su
perintendent, assistant veterans
affairs director, secretary of
board of medical examiners, de
puty prison warden, secretary of
aeronautics, post-war planning
secretary, blind school superin
tendent and Hill Crest school
superintendent.
Costs Total $56,640
The committee said the in
creases would cost $56,640 a
year, of which $39,640 would
come out of the general fund,
and $17,100 paid by self-sustaining
departments.
The state police salaries would
be raised as follows:
Recruit, $1,200 to $1,800; pri
vates, $2,400 to $3,300; sergeant
$2,700 to $3,600; lieutenant,
$2,820 to $3,900; captains, $3,
600 to $4,500; deputy superin
tendent, $5,000 to $6,000; and
superintendent, $5,000 to $6,600.

was placed in the report, as sug
gested by several members of
the committee, because the re
port calls for a salary investiga
tion to be made during the next
two years and submitted to the
1949 legislature.
Rep. Henry Semon was one of
the committeemen wha urged
the two-year limitation saying,
"We are right on the top now
and when you set a salary up it
is difficult to get it down again."
Barry's Objections
Rep. Alex Barry, who was the
only members of the committee
to vote against the report, ex
plained that he was not necessar
ily objecting to the salary in
creases but felt that more time
should be given to a study of the
report.
The increased salaries for
state officials, if approved by
the legislature would become ef
fective on March 1. 1947, tha
same date decided upon for civil
service salary boosts.
The small area of unpaved
space around City hall is being
newly landscaped. The bamboo
growing at the north side of tha
entrance steps is being replaced
by shrubbery. Shrubs are being
planted on the north side of tha
building near the central fira
station.
