Overpayments
Oregon offices of the veterans
administration have received re
newed instructions that recov
ery of subsistence allowance over-payments
from veterans in
training under the GI bill should
be made in a manner that will
impose no hardship, Wayne F.
Smith, VA training officer in
this area, said today.
Any veteran whose subsis
tence has been suspended to bal
ance prior over-payments, and
who can show that undue hard
ship is resulting, should apply to
the VA regional office for a re
adjustment, Mr. Smith advised
The over-payments followed
wage ceilings set by congress for
veteran trainees last August 8.
To avoid sudden mass suspen
sions, the VA continued full
subsistence payments, pending
receipt of monthly wage reports
from the trainees
Report forms sent to veterans
contained the warning that any
subsistence payments which put
a trainee over the $175 or $200
income ceilings would be sub
ject to recovery by the govern
ment. Many returned their ov
er-payments voluntarily as they
, 'wwere received, but others chose
o postpone the day of reck
(Wning. During December, 171 veter
ans in Oregon cleared up their
over-payments with the VA. At
month's end, 2095 cases of over
payments totaling $151,702 were
still outstanding, for which no
recovery arrangements had
been made. About 2000 trainees
with over-payments are still
drawing reduced subsistence.
Coos Bay Chosen for
KC 1947 Meeting
Coos Bay was selected as the
1947 convention city when Ore
gon state officers and district
deputies of the Knights of Col
umbus met here Saturday. Fred
Muhs of McMinnville was elec
ted state secretary to fill the un
expired term of Lowell Dupray
of Medford who has been ap
pointed special field rpresenta
tive for northern California and
is now living in Sacramento.
Reports of district deputies
and officers show that the Ore
gon lodge is having one of the
best years, with all councils as
sured of meeting their member
ship quotas.
The council had dinner at the
Marion hotel and the sessions
, followed in the K of C club
I arooms. On Sunday a large class
1 was initiated for Mt. Angel
i council under the direcion of
District Deputy Ed Stolle and
State Deputy William J. La
Roche. The major degree was
conferred by District Deputy
Lee Goetz of Portland, assisted
by Dr. F. A. Reining of Eugene.

for furlough rates on most east
ern railroads.

demand the regular traffic, in
cluding 15 per cent tax. Excep
tions are the Central of Georgia
Railroad, the Gulf, Mobile &

affiliations with the Trans-Continental
Passenger association,
which includes all western lines.
Decision to continue furlough
rates in the west was prompted
by a desire to allow military
personnel the most inexpensive
travel rate possible.

is completed it is planned to in

cation of the Burkland Lumber
company for the construction of
a re-manufacturing plant at Tur
ner to cost $5600 and also of the
T. T. Leonard rocRwool plant at
Dallas, $4000.

Re-elects Bates
Floyd Bates was re-elected
president of the Marion county
Jersey Cattle club at its annual
meeting this week with Bob
Clark renamed vice president;
O. C. Welch, secretary-treasurer,
and Otto Beaty director. Mrs.
Harley Nelson was selected
chairmar of the dinner commit
tee and the Wayne Hilton place
near Scotts Mills was selected
as the next place of meeting.
The matter of headquarters at
the state fair for Jersey men
was discussed with varying ideas
being expressed of a building
for the Jersey breeders, quarters
in the '-H club building or a
building for all dairy breeders
to include an auditorium, kit
chen and office facilities. State
Fair Manager Leo Spitzbart was
present and urged all year use
of the grounds and offered the
suggestion that the Jersey breed
ers formulate plans along that
line and a committee was named
by President Bates to bring the
matter before the meeting of the
state Jersey club in Salem next
