The early market was led by
oats as brokers awaited develop
ments in the coal situation. But
shorts covered in wheat as mills
bought and aroused limited
scare-up offerings. The govern
ment s buying price for wheat
flour was reported at 15 cents
per 100 lbs.
November oats, which ceased
operations at this session's close,
made steady gains and failed
to hold profit taking. Late fig
ures pointed to uncompleted No
vember contracts of some 1,
556,000 bushels.
Other figures revealed a De
cember oats open interest of
more than 11,000,000 bushels
and futures moved within tight
dealings.

St. Paul, Minn., Nov. 21
A strike of 1,000 St. Paul teach
ers who plan to picket the public
schools is scheduled for next
Monday in an attempt to enforce
salary demands which school
authorities say they would like
to grant but cannot because of
city charter restrictions on ex
penditures.
Adding to the complexities of
this incongruity is the fact thai
the city treasury holds a $350,
000 surplus, enough for a start
on higher wages.
The city commissioner of edu
cation's office said today that if
only half of the 1.000 teachers
who. voted the strike actually
walked out, all of the grade and
high schools would have lo
close.
The members nf the American
Federation of Teachers (AFL)
demand $200 in lieu of increases
for the fall months of 1946; an
annual salary ranging from $2,
400 to $S,000, to start next Jan
uary with a monthly increase of
$100; and an additional animal
appropriation of $1,700,000, in
addition to the amount current
ly budgeted, to cover school
maintenance, purchase of addi
tional supplies and equipment,
and new construction.
The current salary scale runs
from $1300 for teachers with a
bachelor of arts degree and a
year of experience to a top of
$2,800 for those having a mas
ter's degree.
U.S. Not Spending
Enough in Germany
Berlin, Nov. 21 (U.B Sen.
Wayne Morse, (R), Ore., said
today the United States should
put more money and manpower
into Germany to support the
ocrnpation,
"We arc not spending enough,"
he said. "Economically it would
be to our advantage to spend
more."
He said he did not "know of
any reason" tor any senatorial
investigation of the American
military government.
"I think one of the greatest
mistakes was the rapid de
mobilization." he said. "The
turnover in various depart
ments of the military govern
ment was very disconcerting
I think there is a great need
of manpower in all divisions of
the military government."

shutdown of virtually all the
nation's coal mines inspired fur
ther liquidation in today's stock
narkct with leading raiis and
industrials yielding fractions to
2 points or more. A few "thin"
issues dropped as much as 4.
Extreme losses were reduced
in some cases later and modest
sains cropped up here and there.
Transfers ran to around 1,300,
000 shares.
Casualties included U.S. Steel,
Bethlehem. General Motors,
Chrysler, Goodrich, Goodyear,
Consolidated Edison, Southern
Pacific, Southern Railway,
Texas Co., Sears Roebuck,
