Morse Urges Abolition of
Smith-Connally Enactment
Washington, June 21 (U.PJ Sen. Wayne C. Morse (R., Ore.)

siriKe law at the earnest pos
sible date." Morse said he had
so advised the Los Angeles
Metal Trades Council (AFL),
which has taken a vote to strike
if the WLB denies its demand
for 11.6 percent wage increase
for ship repair workers. The
higher wage for repair work
now prevails in San Francisco,
Portland and Seattle areas.
"The Smith-Connally act is so
unsound and inimical to the best
interests of labor and industry
that I think the representatives
of labor and management
should join forces to abolish it
at the earliest possible date,"
Morse said.
He said he objects to the use
or threat of economic force
- while a case is pending before
the WLB. But the "legal right"
of labor to take a strike vote
under the Smith-Connally act
permits such a threat.
Would Extend Diflerential
Morse urged the WLB to ex
tend the 11.6 differential to the
Los Angeles area yards. He ac
cused the federal agencies of
"feeding ship repair work into
Los Angeles out of all propor
tion to that fed into other
ports."
"If we continue to let the
government build up ship re
pair work in Los Angeles be
cause of lower wage rates, the
government will be a party to
a discrimination that cannot be
justified," Morse said. "We
highly disapprove of the posi
tion the procurement agencies
have taken.
"We are concerned about the
post-war reconversion of the
great west coast ports to a
sound economy because we be
lieve a sound economy for them
will mean a sound economy for
the nation. We are greatly con
cerned about the elimination of
discriminatory practices which
result in economic discrimina
tions against the ports."
Morse Spokesman
Acting as spokesman for all
of the Pacific coast senate dele
gation, Morse said he was not
pleading a labor case but one
of public interest. A former
WLB public member, Morse
said that it was the first time
he had appeared before the
board in the role of pleader.
Rep. Richard J. Welch (R.,
Cal.) also urged the WLB to
grant the 11.6 percent wage in
crease in southern California.

egation in the house of repre
sentatives. "I urge you to remove an in
justice that never should have
been permitted to exist and
which has tended to retard re
pairs on battleships and merch
ant vessels so necessary in our
war effort," Welch said.
