Appearing in behalf of the slate chambers, Arnold A, Baar of Chicago re commended a retail sales levy, a 35 per cent limit on normal and surtax assessments on cor porations and a post war rebate of all excess profits taxes over 80 per cent. The NAM program, outlined by J. Cheever Cowdin of New York in advance of his testi mony before the committee, called for the raising of $35, 200,000,000 in federal revenues in 1943, and the bolstering of the government's financial structure by a $2,000,000,000 slash in non-war expenditures. The NAM suggested an 8 per cent sales tax and called for heavy increase in corporate and individual income levies, but urged that the combined nor mal and surtax levies on busi ness be held to 40 per cent in stead of the 45 per cent pre viously voted by the house. It also urged consideration of a compulsory individual savings plan. Baar told the committee the chambers, which he said includ ed 25 state and two regional organizations, believed that bus iness "cannot possibly produce the additional revenue reauest- ed by the. treasury and sur vive." For this reason he said his organization favored a retail sales tax. He asked also for technical changes in the meth ods of determining excess pro fits, for repeal of the capital slock tax and for a 20 per cent tax allowance for individuals and corporations for the pur chase of non-interest bearing government bonds. While urging a sales tax as had the U. S. Chamber of Com merce, the NAM said a 5 per cent withholding tax on indi vidual earnings, such as the chamber also proposed, was "im practical and indefensible." Vultee to Build Steel Trainer Planes Los Angeles, Aug. 13 IU.R) Vultee Aircraft, Inc., announced today it soon will start manufac ture of trainer planes built largely of steel, thus releasing aluminum for construction of bombers, fighters and other more important ships.
