tract for both sides and said lt rep
resented a fundamental gain for the
union In that workers were given
protection against money and em
ployment losses although employers
were permitted to Introduce labor
saving devices.
The national defense situation,
requiring an uninterrupted flow of
sea-borne materials, obviously fig
ured greatly In reaching an agree
ment which for the first time will
run for two years, Instead of one.
Lapham, stating the employers'
attitude, said that by agreeing to
the union's fundamental demands
the employers had gained pledges
of "reasonable compliance" with
contract provisions aimed to stop
work stoppages, and for "reasonable
production" by longshoremen.

"We contend we have not had
this In the past," said Tapham,
Bridges mailed the contracts as a
"major advance In industrial rela

compensation for workers in the
event labor-saving devices begin to
impair their earnings or opportuni

"Of course," he added, "the baslo

Waterfront men said the outlook
