jects committee of the national riv
er and harbors con grew advocated
yesterday a flood control and water
way program sharply out of line with
President Roosevelt's budget recom
mendations. Members of the committee, con
cluding a two-day meeting prelim
inary to the congress' annual con
vention, said they would propose ex
penditure Of $27590,000 during the
1030 fiscal year as recommended by
the army engineers.
Their proposals, to be presented to
the convention tomorrow, will sup
plement a report on scores of rivers
and harbors and flood control pro
jects that would cost a billion or
more dollars over a period of years.
President Roosevelt, in his budget
message, recommended that 195 ils
cal year federal expenditures be lim
ited to $143,500,000, of Which $76,
000.000 would go for flood control
projects and the remainder for rivers
and harbors work.
Army engineers had recommended
$146,800,000 for livers and harbors'
and $137,900,000 for flood control.

Anders possessed about $14,000 of
the ransom money. Hoover said.
An additional $30,000 was found
hidden In Minnesota. Anders said
$3000 of the balance was stolen
from his car in New York City.
The bodies of Ross and Gray, the
latter nude, were found Just before
dark yesterday In a small, brush
concealed cave In a desolate sec.
tlon about 12 miles northwest of
Spconer, Wis. Hoover said the kill
er slew Gray first and then shot
the 72 year old kidnap victim.
Anders chained the bodies in
the vault-like burial place and then
covered them with brush and de
bris, said the federal chief.
Detailing the search for ransom
loot and the bodies. Hoover said the
trail led beyond St. Cloud, Minn.

talked willingly about the Borclas'
kidnaping, telling how he seized
them at the point of a pistol near
Lake Geneva, Wis., about sixty
miles north of Chicago, September
