was a registration this morning of
1389, an increase of 112. Parrlsh,
too, displayed a decided upturn wltn

ago. The Increase at Leslie Junior
high where a much enlarged plant
greeted the faculty and students
wax not so marked, the figures be
ing 368 for this year as against 383
in 1935.
Crowded conditions will prevail at
the senior high building since the
new structure will not be available
during the first semester at least.

SEEK TAXES ON
MULKEY BLOCK
The state board of control, co
operating with the city of Portland,
reopened the move today to collect
taxes and assessments against the
three story Mulkey building In
Portland which was bequeathed the
state upon the death of Marshall
Armstrong, the sole heir, who has
a life tenancy In the property.
Commissioner R. E. Riley and
City Attorney Prank Grant of Port
land appeared before the board and
stated the tenant has refused to
pay $2,836 in assessments and $4,-
261 In taxes, but retains all the in
come from the property.
Appointment of a receiver to col
lect the rentals and apply them on
the Indebtedness was suggested, and
the board moved to ascertain from
the attorney general what steps
could be taken.
The property, valued at $55,000
was bequeathed the state by the
late Frank M. Mulkey as a probable
state office building In Portland,
after the death of the heirs whom
he granted life interest. The state
legislature accepted the gift and
placed the control In the hands of
the board of control.
Investigation was also ordered by
the board to study the possibility of
reconstruction into a state office
building. Armstrong recently re
jected the proposal.

nedy, national chaplain, delivered
the Invocation Gov. Martin L. Davey
of Ohio gave the first welcoming
address.
Gov. Davey launched an attack on
the Veterans of Future Wars, which
he described as an organization of
university students designed "to
make a mockery of the things you
fought for."
He drew applause with the re
mark, "the Veterans of Future Wars
were organized to sneer at the ser
vice of the men who risked their
all; millions of men resent (hat
sneer. ,
"They express a disrespect for the
things we stood for; perhaps It Is
because they were In their cradles
and they do not understand."
Moyor Harold H. Burton of Cleve
land said Cleveland "was glad to be
the first clty In the nation to en
tertain this great convention the
second, time."
Responding to the addre.ss of wel
come U. S. Senator Bennett C.
Clark, past national commander.
said 1930 probably was "the great
est year In the history of the Ameri
can Legion."
"The great climax of this year
were the efforts of Commander
Murphy for legislation sponsored
by the Legion to the end that the
United States may keep out of fu
ture wars," Senator Clark said,
"The next session of congress will
enact legislation for taking the pro
fit out of war. The American Legion
Is not a military, fascist organization,
but la made up of men who have
proved their patriotism and do not
have to prove their devotion to the
constitution of the United States."
Murphy said:
"It la a tragic thought that the
'war to end war,' which we fought
In 1917 and 1918, was In truth the
awful beginning of a series of con
flicts that may end wara only be
cause there Is no longer resource to
carry them on, no longer men to
fight, no longer the will to live,
Murphy declared to the demonstra
tive Legionnaires who crowded pub
lic hall for their opening session.
"What a pity that the fine and
fleeting vision of world peace so
nobly conceived by our war presi
dent could not have been captured
and moulded Into actuality. It was
not. Today we look out upon a
world of men and nations gone
mad.
"Guard against war through de
fense that will discourage attack,
that will repel aggresalon and In
vasion; guard against war through
neutrality that refuses to make
other nations' quarrels our own,
that la willing to endure the sacri
fice of apparent profit through bel
ligerent trade In the Interest of
greater peace.
"If war comes. In spile of peaceful
example. In spite of our will and
determination to give no cause for
war. In spite of our desire to deal
fairly and live peacefully. If war
must come, let It be the business of
the nation.
"Let our every resource be avail
able to the nation's defense! Let no
one gain from the sacrifice of the
men and women who toll that the
armies and the navy may be fed.
