The Deficit Grows
When Governor Meier took office he pledged himself to
wipe out the approximately $2,000,000 deficit then existing
by reduction of expenditures and a balanced budget. In ad
dition he pledged abolition of the state property tax. Despite
economies effected, the budget has not only not been bal
anced, but the deficit grown in two years to $4,000,000, or a
figure in excess of this amount.
The governor was not entirely to blame for the failure
to make good his promise for the loss of anticipated revenues
was largely due to the depression, but as a good business
man, taking office during the depression, he should have an
ticipated its continuance and planned accordingly.
Although the governor vetoed some legislative appro
priations he signed others that swelled the biennium expen
ditures far beyond estimated receipts and economies effected
were insufficient to balance the budget.
A year ago the governor and his advisors concluded
that there would be sufficient revenue from the income, ex
cise and intangible taxes to permit the elimination of the
state property tax and so make good his campaign promise.
Accordingly no property tax was levied last December, for
the $3,500,000 of needed income for state use. But the re
ceipts from these sources dropped to $1,900,000 leaving a
deficit of $1,600,000, which added to the existing deficit of
$2,060,000 brings the total deficit to $4,200,000. A good
business man would have anticipated the shrinkage in in
comes and played safe.
Had the property tax been imposed to offset the shrink
age in indirect tax revenues, the state treasury would have
rpecived by this time the payment of the second half of the
current taxes, for counties are required to pay their pro
portion of the state tax out of the first tax money received.
But there is no tax revenue flowing into the treasury, so for
operating expenses, the treasury department has been com
pelled to borrow over $1,000,000 to keep the state off a war
rant basis. Another $1,000,000 will have to be borrowed, in
some fashion or other to tide the state over until tax paying
time.
The reinstatement of the property tax this year is in
evitable and perhaps a sales tax will also be added. The
alternative is a reduction in expenses and curtailment of
state bureaus and services comparable to those enforced on
private enterprise.
The management of state finances does not reflect much
glory on the financial astuteness or business ability of our
absentee governor. It cannot be pointed to with pride
rather viewed with alarm.
The Conference
Tomorrow President Hoover and President-elect Roose
velt will meet informally for a personal discussion of govern
mental affairs and policies. This does not foreshadow a
coalition government as some forecast or a committal by the
latter to policies of the former, but for a better mutual un
derstanding. Governor Roosevelt will probably confine him
self to listening rather than advising.
The most pressing problem before the nation is that of
the unemployed and their care this winter, which is a non
partisan problem in which cooperation of both parties is
essential to Supply the relief necessary. Methods may vary,
but any practical, feasible plan put forth should receive bi
partisan support for the common good.
Most important of the foreign problems to be discussed
is that of war debts, for which European nations have re
quested a continuance of the moratorium pending readjust
ment. This is really up to congress to settle and congress
seems in no mood either for discussion or readjustment.
Until he takes office, Mr. Roosevelt will be non-committal
as to his solution.
Although both democratic and republican platforms
oppose cancellation of the war debts, which hang heavy over
the heads of both the allies and ourselves, the sooner our
statesmen realize that the debt situation is a burden to our
selves as well as to Europe, the better for all concerned. If
the depression is world-wide, recovery must also be world
wide. The purchasing power of Europe cannot bo restored
to rehabilitate our own industries and agriculture, by the
insistance that debtor nations must pay every last dime they
owe for munitions furnished by American profiteers during
the war.
It has been said that if Europen nations would scale
down armaments, they could easily pay their war debts.
This is not strictly accurate, for the money spent in interest
and payment of principal of debt leaves the country, while
that spent on armaments and armies gives employment to
their own needy a vicious form of public works, but still
a form. Refusal by the United States to consider readjust
ment will merely intensify bitterness abroad toward Amer
ica without getting us any cash, and further delay world re
covery. It is time we forgot the rancor of the war and its
debts.

Last quarter business Is picking
up. It may lead tile treasury to
estimate receipts higher for the re
malder of the fiscal year, until June
30.
The treasury statisticians are con
vinced that even a 3 per cent sales
tax would net be enough to balance
the budget. That Is why they have
boel led to toy privately with a beer
tax.
They figure a tax of $8 per barrel
on beer would rolse around $300,
000.000. That Is a conservative
guess. It depends on a tax of 3
cents per pint providing a certain
number of states permit sales. The
question of how many people will
go on making home brew was olso
considered In that estimate. Even
with beer legalized home browing
would be cheaper but not so good.
Much hullabaloo will be raised
over Mills being so sadly askew In
his estimates of what the last tax
bill would bring. It will amount to
a public hazing of Mills In congress.
There Is no question about his hav

how much he Is to blame. It
Is clear now that the treasury could
not foresee the course of business
during tlie last year. Neither can it
do any more than guess what bus!
