The appraisal, as U a common
practice, bases Its findings on esti
mated construction cost of the
system, giving reasonable allowance
for market value and good will
The low figure arrived at by the
engineers Is expected to complicate
rather than simplify the proposed
taking over of the plant as a mu
nicipal system. Fifteen months ago
the company wanted well over $!,
000.000 for the plant, and since the
city council is bond by the Hughes
resolution of December T to offer
the company not over the amount
of the new appraisal there is sure
to be a sharp clashing of interests.
The company, under the city char-
ter amendment, will have 30 days In
which to reject or accept the city's
offer. If It isn't accepted, and that
seems Inevitable, the city's only
recourse will be condemnation, for
the Hughes resolution also put the
council on record for acquisition of
the O-W plant and against estab
lishing a competing plant. What
ever offer is made to the water
company by the city probably will
iouow snortiy after the next coun
cil meeting, which will be Monday
night, ' February 1. The utilities
committee will present the report
at that time.
Depreciation, paving costs, book
values, unused property, franchise
value and other items of technical
nature, and Mill creek water rights
are covered in the new report. Pow
er Tients owned by the company
however, are dismissed as oi lit
tle value.
The present Intake in the Wil
laraette river is accorded small
value, the engineers contending
that it Is contaminated by industrial
waste. The franchise held In Sa
lem is accorded no value because It
Is not monopolistic
The distribution system is brand
ed as "entirely inadequate, having
been the outgrowth from an origin
al layout for a country ' village."
Fault Is found with pressure, par
ticularly In certain localities, and
this is attributed to small mains.
The north part of the city is found
most objectionable in this regard.
The reservoir is declared inade
quate and badly located. Machin-
lery is said to be of out of date type.
In general the system is branded
as obsolete, it is made quite, plain
that, in the opinion of the engi
neers, the plant should be rebuilt
entirely.

second estimated cost of reproduc
tion less depreciation.

city, one of the first to reach the

nesses to the tragedy, being In an
automobile behind the oiebler ma
chine.

lice, invest ie& ted the accident.
They are of the opinion, af
ter talking to witnesses, that none
of the machines involved was trav
eling faster than 30 miles an hour
and that the lights on the Hedges
truck were burning. In an effort
to avoid further damage, Edwards,
whose truck was loaded with a trac
tor, drove it Into a ditch at the
side of the road.
Investigation by Coroner Lloyd
Rigdon, who took charge oi the
bodies, and Lyle Page, deputy dis
trict attorney, failed to reveal any
reason why an inquest should be
held. Funeral arrangements have
not been completed but all services
not been completed, but all services
will be held at Stayton. The Gelb
ler services will be held from the
Weddle chapel. Stayton at 2 p. m.
Saturday, Rev. Lyman of the Chris
tian church officiating. Interment
will be in the Lone Oak cemetery.

years. He was a bachelor. Surviv
ing are three brothers, John Gieb

is survived by her husband, Frank
Fery, and four children, Charles,
