The governor says ne considers
that both Clifford and Clark con
ducted their offices properly and
ably. He mentions that Clifford
devoted himself in a very vigor
ous, practical manner to the restor
ation of Maineur iaxe as a wua
life sanctuary," and credita him
with taking the lead in the move
ment for a federal appropriation of
a million and a half dollars for the
restoration ot the lake area.
He credits Clifford with spon
soring the solution of the epen ir
rigation ditch menace and the re
taining of a federal appropriation
of $25,000 for experiments In solu
tion of the problem of the annual
loss of millions of trout and sal
mon fry.
Further the governor says Clif
ford led In the game farm propa
gation for field and upland birds,
and that he Is responsible for the
policy of holding trout fry and
turning them into streams as legal
sized fish capable of caring for
themseives.
The statement declares that Clif
ford has turned the financial af
fairs of the department from a
deficit into a surplus.
The governor raps the "organized
minority" of the Oregon sportsmen,
particularly the Multnomih An?-
lers and Hunters club.
"By far the greatest voice in
both approval and disapproval ol
the commission tn dismissing Clif
ford and Clark has come frcm the
organized minority," he says. "Past
experience has demonstrated thnt
the majority of the troubles of the
came commission has emanated
frcm Multnomah county, and prin
ci pally all from the members of the
Multnomah Angles and Hunters
club. So far as I know the history
of this state no game warden has
ever been able to please the varl
factions of this club and
doubt whether one will ever be able
to do so.
I did something no governor
has ever done before when, at the
time Commissioner Miller's term ex
pired, I offered to appoint one of
list of live to be suggested by
the sportsmen of Multnomah county,
that county being entitled to the
commifieioneTshlp. I soon discover
ed that I made a mistake because
the gathering from which the list
of five was named turned out to
be purely a political affair. How
ever. I kept faith and appointed one
of the list of five as a member of
the corn mission.

Immediately upon the announce
ment by the game commission of
the removal of Clifford and Clark
I was besieged with reqncaU from
all over the state to remove some
or all of the commissioners who vot
ed In favor of dismissal In order that
Clifford and Clark might be rein
stated. I also received many expres
sions of approval of the action or
the commission. Dissent as well as
approval was voiced to me orally
and through the medium of letters
and telegrams totalling many hun
dreds. Based upon my observations
as a member of the legislature and
as governor. It was my opinion that
both of these men have properly
conducted the affairs of their re
spective offices. For Instance I did
know that Mr. Clifford had devoted
himself In a very vigorous, practical
manner to the restoration of Mal
heur lake as a wild life sanctuary
and breeding ground for migratory
water fowls.
"Malheur lake Is considered by all
of the scientific leaders concerned
with biological studies sa the most
ideal natural breeding ground and
nesting' area of water fowls within
the continental limits of the United
States. Mr. Clifford took the lead
in the movement for a federal ap
propriation of a million and a half
dollars for the restoration of this
area which, If brought to a success
ful conclusion, would most probably
mean the perpetuation of a hundred
species of water fowls, and give to
the sportsmen of Oregon at a com
paratively small cost as good duck
and goose shooting; as they had
twenty-five years ago,
"Clifford also sponsored the solv
ing of the open Irrigation ditch
menace and assisted materially In
obtaining a federal appropriation of
$25,000 for experiments looking to
the solution of the great waste and
loss of millions of young trout and
salmon fry annually. The appro
priation was obtained and the fed
eral government has finally adopted
an electric fish stop or screen, which
Is proving successful and undoubt
edly will be a solution of this prob
lem. "Clifford also was a leader In
game farm propagation of field and
upland birds. He Is also responsible
for Oregon adopting the policy oi
holding trout fry and turning them
into the streams as a legal slaed
trout capable ox taking care of
themselves.
When Clifford took office the
game commission was .faced with
a very large deficit. By careful ad
ministration of funds ox the depart
ment that deficit has been turned
into a surplus.
As to the matter or game law
enforcement it is Immaterial what
yard stick one uses to measure. One
person may say that educational
propaganda Is the correct method:
another may say that the only yard
stick. Is the number of arrests made
by the department Still others may
measure by the total lines collected.
I observe from figures of the de
partment that approximately $25,
000 more In fines have been imposed
and collected during the three years
that Mr. Clifford was at the head
of the department than in any oth
er three year period In lis history,
Mr. Clifford was a member of the
commission before he became game
warden and consequently brought
his experience as a commissioner
into the offle when he assumed It.
"Ed Clark has served the state
same department for some twenty
years, during which time he served
under the personnel of many com-
missions. He accidentally lost an eye
while actually engaged In the ser
vice of the department. I came tn
contact with his work over a period
of many years and I always felt
personally that he was a very effec
tive employe of the department and
such was his reputation.
"Fish and game of the State of
Oregon belong to all of the people
thereof. However, it Is only natural
that those who interest themselves
most In tlie affairs of the commis
sion are the people who take out
fih and game licenses. Only a small
percentage of the holders or licenses
are members or game clubs. The ma
jority of the license holders arc un
organized and they have had little
voice 'therefore, in fish and game
affairs of the state. By far the

dismissing Clifford and Clark has

of the sportsmen of the state. Past

difficulties in the administration of
the game department. On the
other hand, I do not consclenclous-
ly believe that the reenstatement of
Clifford and Clark, through the
removal of some of the present com
mission, will relieve the situation
and offer a solution to the vary
ing problems of the game commis
sion.
Then again, there Is another view
to take of It and that is thai
appointed four of the five commis
sioners. I believed In the Integrity
of these men or X would not have
appointed them. They had the
right to hire and dismiss the em
ployes of the department even with
out hearing If they chose so to da

to dismiss a commissioner would
be in the event he failed efficiently,

audit that has been completed or

state department, who has been
making an audit ot several deport
ments as required by law.
The governor said Thuradav that
the audit shows that Luper had tn
his own name In both savings and
check! og accounts in f bank large
sums of money, sometimes as
much as $35,000, on which interest
has been paid.
"The auditors report." said the
governor, "claim, a deficit in the
official funds of the department
ot about $3300 and a balance of
several thousand dollars not ac
counted for."
Mention was made of a sum ot
$16000 representing irrigation dis
trict warrants ot which, it was
said, no record has been made.
Also the statement is made in the
report, the governor said, that Lu
per held state documents in his
personal deposit box in a Salem
bank. Another item mentioned by
the governor pertains to (3500 for
legal servics, the only record of
which, it was stated, is cancelled
checks,
Overnor Narblad said he had
not completed a study of the aud
it, but would go through it by the
date ot the meeting.
"Oregon has had a lot of trou
ble with state officials who kept
the Interest ot state funds," he
said. "The law was changed ao
all publle funds of the state or Its
subdivision must be turned over to
tne state treasurer so be credited
to the proper department or sub
division accounts."
Luper says that he can rcadllv
account for the money if the com
mission wants a statement He
holds that the interest does not
belong to the state since it Is not
earned by state money.

time we were Informed no inter
est has been paid on this account
which has maintained an average
balance of approximately $35,000. It
would seem to be in order that
some method should be devised
whereby these funds should earn
some Interest."
A further detldt to balance ac
counts In the sum of $1550.48 Is
mentioned in the report, but It Is
said to be of technical nature.
Disbursements of funds ot the
Warm Springs irrigation district ac
cruing from the sal? of district bond
Interest coupons at a discount to
district landowners, is criticised in
the report Proceeds of the sale are
said to have been used by the bond
holders' committee to pay commit
tee expenses.
The transactions under security
occurred mainly prior to the period
covered by the audit, whxh was
the years 1927, 1928 and 1929. A
previous audit, mane by the late
O. Ed Ross, held, according to. Lu
per, that it was not necessary to
