TALK WITH HOOVER
(Continued from pag. 1) .
gether and a Urge amount of char
ity work.
Senator Robinson, republican, In
diana, asked. why Shattuck was cm.
cloved "chiefly" because o( Ms
friendship with Hoover.
"I make no claim to be the ad
viser of Mr. Hoover," he said. "I
have In the past 10 years done pro
fessional work for Mr. Hoover. I
resent the implication that I am
Mr. Hoover'a closest legal friend
I think It Is unfortunate that any
such Imputation should be received
by the committee. My relations
with Mr. Hovoer have been very
pleasant.
" make no claim other than that
I hope to have KIa friehdshlp," he
added.
Do you think It's fair to have
Mr. Hoover's name bandied about
in this testimony?" Senator Rob
inson asked.
"I certainly do not," he said, "and
I can't make it strong enough."
Shattuck said the "Inferences"
for some of the testimony about
his relations with Hoover were "im
proper." FLOOD STAGE IN
WILLAMETTE LIKELY
(Continued from page 1)
was under water and the lowlands
at West Springfield inundated, just
before noon were to the effect that
the water was receding and that
the heavy rains of the past week
had ceased.
The crest of the flood had appar
ently passed down the river toward
Albany, as reports from there toldj
a river stage of 11.2 feet, the high
est mark ot the winter, with the '
water still "risimr. At Jefferson the!
flood stftire on the Bnntiam had been
passed and a slow rise was still being
registered, although with the ce ces
sation of rain along the upper river
the wage was falling a-?ain there.
Locally, the hravy rainfall since
the storm set in 10 days ao. brought,
to a total of 10.1 inches by the .80
inches that fell Wednesday, has
caused no serious damage. The
ditches draining the lowlands south
east of the city near the airport and
around the penitentiary have over
flowed to flood the flat land, but
no serious damage Is reported.
Basements of homes along tht:
North Mill crerk east of teh new
Winter street brldee have flooded
to some extent by the water backed
up behind the bridge, which Is still
under construction.
This condition Is caused by the
failure of the contractor to get the
falsework of the forms out from be
neath the structure before the flood
set la as Is evidenced by the fact
that while the water U backed up
above the bridge the passageway
beneath It Is so obstructed that
there Is several feet of spare be
tween the deck beams and th level
of the watr on the west side of
the bridge.
What action the city may take
against the contractor should claims
for damages from the high water be
filed vera not Indicated Thursday,
but Alderman Watson Town send,
chairman of the bridge committee.
I Intimated that the contractor might

failure to complete his contract
within the time specified in the
contract.
The contract for the bridge was
let to P. L. Frailer, ove? the protest
of Towzuend and the bridge engin
eer, on August T with December 1
set as the date for completion, and
Prasler Is under the con tractor's
bond for the full amount, $17,374.
Three Inches of water from the
overflow In ditches along each tide
of the old graveled Turner road
covered the floor of the new muni
cipal hangar at the airport Wednes
day night with some slight abate
ment Thursday morning. Water
was flowing several Inches deep be
tween the Eyeriy Aircraft corpora
tion building and the hangar
Thursday morning and was stand
ing on the recently completed con
crete apron in front of the hangar.
The state road between the Tur
ner pavement and the graveled road
has an overflow covering it In sev
eral places, one almost as deep as
the running board of an automo
bile, while the Turner road In the
vicinity of the airport Is covered in
several places.
Bo far the airport itself has very
little water and that mostly on the
northern end. Though the ground
was worked continually and was
very soft when the rain began about
ten days ago, it aoes not prcvem
ships from landing or taking off
though there is little flying activity
at the airport.
Portland f4i The Willamette rlv.
er from Eugene to Harrisburg, and
the lower Santiam river were above
flood stage Thursday, the result of
heavy rains throughout the Willam
ette drainage basin. j
The weather bureau said no fur
ther heavy rain was Indicated for
Thursday or Friday but added that
the Willamette will probably rise
nearly or Quite to the flood stage
of 20 feet at Albany and Salem late
Friday. It was expected to approach
ths flood stage of 12 feet at Oregon
City by Saturday.
The government bureau eaid the
Willamette river at Portland will
rise considerably but it la not ex
pected to reach flood stage.
Light rains in the northwest por
tion of Oregon were predicted, with
slightly colder weather in order in
the southwest portion.
More snow fell in Baker during
the night with ten Inches on the
ground at present. All state high
ways in Baker county remained
open.
Eugene (JPi Eugene and Lane
county Thursday were experiencing
the worst flood trouble in three
vears as the Willamette river touch
ed the 14.5 foot mark, two and a
half feet over the danger mark.
Heavy rains combined with melting
sikjw lu the mouniina wrought the
damage.
Between Eugene and Springfield,
and between Eugene and Junction
City, the Pacific highway was three
feet under water.
The West Springfield district was
the hardest hit and property dam
age there will run Into thousands of
dollars. Farmers In low river bottoms
will also suffer heavily from the
washing out of soil and crops.
The Drain-Reedsport highway
was blocked by slides. The McKenzic
highway was closed for the season
by snow in the high passes and by
slides near the Lea burg water plant.
The Willamette highway was all
but impassable. The Long Tom river
bottom and the Amazon district
were huge lakes.
The McKcnzle river, too, was on
a rampage, piling 19,000 cubic feet
of water per hour past the city's
new plant at Leaburg, the normal
flow being loOO feet per hour.
Two schools In Eugene have been
dismissed on account of water in
their basements. Hundreds of base
ments in residences-are full of water.
Albany (LP) The Wmamette river
at Albany reached the 1H loot
mark Thursday morning, the high
est mark this winter, with a con
tinued rise forecast.
Wednesday, .92 inch of rain fall
was recorded, bringing the total pre
cipitation for December to 10.25
inches. Hits still leaves the average
15 year rainfall of this territory of
30 inches, 14 Inches short. The IS
year average for December Is 6.13
inches.
Bend, (LP) A silver thaw Wednes
day night coated Bend with Ice, but
clearing skies gave promise that the
storm has passed without causing
any great damage. Wednesday's
heavy rain, .74 of an Inch, melted
about half of the seven inches of
snow that covered the Deschutes
county. The wet snow Thursday
morning had been reduced to a
frozen mass.
