DELAY SEEN IN OUSTING LOWMAN (Continued from par. 1 former post u ft chemical expert with no prohlMUao enforcement re- sponilMUUee. Uenict o( the praident'i oppo- sition to publicity In connection with prohibition, It to likely there will be a delay in Lowman s relin quishment of bla post. Washington P) An explanation of the widely printed reports that Assistant Secretary Lowman, of the treasury department, in charge of the prohibition enforcement, had been asked to resign by President Hoover, was given Monday by the treasury department. It was to the enect that a news paper reporter may have seen a form calling for the resignation of minor official In the west and jumped at conclusions. This explanation was made by sec retary Mellon and Under-Secretary Mills. PTevl-msiy the White House bad Issued an official denial of the reports, which were circulated last Saturday by the United Press. Mr. Lowman has been an entirely satisfactory assistant secretary In his work; of enforcing the prohibi tion law and the stories that he has been asked to resign cr that he intends to resign are completely untrue,'' Secretary Mellon said. "He will continue in office In charge of the work he has been doing. Assistant Secretary Lowman ap peared at his office Monday bubbling over with mirth. I have not resigned, I have not been asked to resign, and do not intend to resign," he said. At the same time Lowman Issued brief statement in the form of a quotation which he said was his torical In American history, which said: "I know that politics Inevitably end sooner or later in tragedy, the tragedy of defeat. Sporadic fame or national prominence is, after all, ashes in a man s mouth.' . BIG INTERESTS GIVEN BUMEJIYJOHNSON (Continued from page 1) who ask tariff Increases,' that they 'attend to their own knitting and leave to their representatives In Washington what should be done In matters of no vital concern to Cali fornia." The demands of California for tariff revision exoeed thoses of any other three states, the senator de clared, adding: We demand relief for ourselves and in the same breath deny It to those who need it as badly. It not worse than ourselves." Johnson's statement concluded: "I have never been able to under stand why the optional debenture clause aroused such bitter hostility. I cannot yet see why a, mere permis sion to do something If something else contemplated did not succeed. should cause such a furore among the big Interests of the east and all the little followers of the big Inter- estg. I've preached fnrm relief when lew ui I'UiiiunuB uppareuuy were interested. And I repeatedly have said I was willing to try anything however empirical in the hope of finding a remedy for agricultural distress. I was for the debenture plan. And here certain Callfornians saw their opportunity to resort to the old tactics of deceit and false hood and misrepresentation. "It ts a noteworthy fact that Sen ators Brookhart and Borah, who were the gods of the republican par ty last year and who made the re publican fifth th In the great agri cultural districts then, and who won the doubtful farm states for the president both favored the deben ture because they said the promises they then made which were repeated in the millions of their printed speeches, oould only thus be redeem ed. It Is equally notable that every senator from the great farming states of North Dakota, South Da kota, Minnesota, Nebraska, Iowa, Oklahoma and Montana was earn estly and enthusiastically for the debenture. It Is equally notable that the ex perts of the agriculture department to whom the president referred the agricultural committee of the sen ate, by their testimony persuaded the committee of the feasibility of the plan. 'The house, however, could not be persuaded, and the bill finally was passed with substantial unanim ity In its original form. None ob jected to these provisions. We sought in the senate merely to provide an additional optional remedy. SPAIN PREPARES TO WELCOME FLIERS (Continued from page 1) rid in triumph, through towns where the enthusiasm Is as great as it Is here and through a countrysld which Sunday offered thanksgiving in the churches for the rescue of the valiant airmen. The national Joy at the rescue was all the greater since very few believed that the filers could pos slbly be alive. The manner In which the search was conducted and the refusal of the warships of five nations to give up the task as a hopeless one also came In for expressions of admiration on all aides. appreciative were the Spanish people of what the British had done to rescue the aviators by sending out one of the "eyes" of the Brit ish navy, an airplane carrier, that they staged a great spontaneous demonstration In front o fthe Brit ish embassy on Sunday. First the crowd demonstrated In front o fthe embassies of the other nations which participated In the great fearch Prance, Portugal and Italy. But it was not until they reached the British embassy that the demonstration reached its ell max. Thousands of people, led by the heads ot the Aero club and the two trans-Atlantic filers who re cently flew to South America, Ig naclo Tgleslas and Francisco Jim toes, gathered in front of the Brit- lsh embassy, the crowd growing with every step. By the time they reach ed there, the streets for blocks around were Jammed with people. On the sidewalks, in the streets, on the balconies, the people stood and shouted their vivas. GERMAN FORGER OF BORAH NOTES PLACED ON TRIAL Berlin Vladimir Orloff. who with Peter Pavlonowsky and sever al otners, nas been accused ox forging iocuments among which were the to-called Borah letters subsequently shown to be false, went on trial onday in Berlin. Before the examination of the defendants there was a lively clash between Or loff ' attorney, Walter Jaffe, and the prosecuting attorney Herr Ebel. Eoel cbjeoted to Orloff handing to the presiding Judge a long state ment composed while In jail In which he analyzed the nature of Bolshevism to which he and Pav lonowsky were opposed. Orion averred that he fought Bolshevism out ot Idealistic mo tives. The judge finally ruled that the document must be deposited on the judge's bench lor the present pend ing a later definite ruling on the property of considering It. Tha trial beean with the usual examination Into the defendant's past except that under Gorman legal practise attorneys from both sides have an opportunity to break In equently. The defense held that the motives of Orloff in offering the documents o Hubert R. Knickerbocker, Berlin correspondent of the New York Evening Post, were purely idealis tic Orloff claimed that the documents were copies of real letters emanat ing from the secret police of Soviet Russia. He could not offer Knick erbocker the originals as they would have meant the shooting of the of ficial from whom he obtained them but that he had acted in good faith In offering the copies to the cor respondent. .
