In a more formal statement the
court stated that after mature dc

some attorneys there seems to be
question as to the validity of the
legislative act under which the reso
lution and order was adopted.
The court further, after dellbera-,

In addition, the court pointed out
that not a resident of the county

number of citizens and taxpayers
have personally expressed their dis
approval of such a plan for provid
ing a law library for lawyers at the
expense of litigants through the
exercise of the power granted by
the statute

file of the citizens of the county
were against the move. It became
further self-evident that, while the
bar association passed tho resolu
tion seemingly with an unanimous
vote, probably as great, or a greater
percentage, of members of the asso
ciation swung against the action,
