Bramwell wne cleared relative
to his business dealings with the
unidentified bank when the board
unanimously adopted a resolution
prepared by State Treasurer Kay.
The Incident that brought
Bramwell under fire was a letter
signed by himself as superintend
ent of banks, proposing that the
wavering bank ba revived by plac
ing a member of his department
in charge with a 12 months op
tion to buy the bank, hie salary
to bo $250 a month and the bank
stock to be placed In escrow with
the state bank superintendent.
During the forenoon session yes
terday Bramwell revealed the
details leading up to the letter
and showed that It was a proposal
that could be either accepted or
rejected by the bank. In the af
ternoon he showed that tt wae
cot accepted and that 'other
means of readjusting the bank
were agreed upon by his depart
ment and the-bank officials. He
also Introduced testimony to
Bhow that similar steps had been
taken with respect to another
wavering bank, and that It had
made much improvement in the
two years since.
When Will B. Haines, presi
dent of the Portland National
bank, was placed on the stand,
lie said he still believed "there
ar discrepancies in the banking
department." but said he could
not give bis reasons because of
the confidential nature of the
information coming to him.

The war office reports that the
first detachment uf Japanese
troops sent from Korea to Man-
ohurla to assist in the protection
of foreigners during the Chinese
fnctlonal fighting had arrived at
Mukden, capital of Manchuria, last
evening and that additional troops
are expected this evening.
Advices to the war offfce report
that 1000 native troops at Jehol,
Chlhll province, China, have arisen
in support of Genera 1 Llbhing-
iing, governor of the province, and
are Advancing on Shanghalkwan,
after dofeating the nationalist
troops at Chlfengkao.
The nationalists' are reported
also to have been defeated in the
vicinity of Klnchow.
