served with all due eeverenco the
ningo of a perfect constitution the
legislature bas the authority to
pass laws, and It devolves upon the
office-holders to uphold, and en
force their laws, and tho general
principle is wise, slmplo and bene-flclent.
But after giving consideration to
all circumstances which could alter
or direct the actions of tho office
holder we occasionally suffer from
partial abuse of their authority,
and If their orders were com
pared with tho desires of the pro
ponents of tho law, they would
bluish, the most. This abuse of
delegated authority is somewhat
tempered by the gentle but no less
powerful influence ot public opinion.
Wo have In mind those constant
ly fluctuating orders Issued in re
gard to standardizing our public
schools.

know a good law if I'd see It and
