will prevent an Elks lodgo in the
United States having a charter,
Judge William. H. Atwell of the
North United States district court

lodge said today. Judge Atwell
commenting about a report that a
movement was on foot demanding

Officials of the New York moth
er lodge of Kilts today refused to
