tor William B. Borah, chairman of
th senate foreign relations com
mittee, today expressed the belief
the Locarno treaty would relieve

Senator Borah came to address
the Women's Roosevelt Republican
club tonight, virtually to open a
campaign opposing the world court.
"By creating a permanent con
ciliation council the Locarno diplo
mats, showed, I believe that their
faith In the world court as an agent
of arbitration la not great," he said.
"I have more faith in the per
manent council. Under It the na
tions at variance are to have power
In appointing arbitrators. Nations,
therefore, will be more willing to
arbitrate then they are under the
world court.
"The Locarno pacta tend to:
break the Versailles treaty, which
has kopt hate alive In Europe
elnco the war. Whatever breaks
the Versailles treaty is a boon to
. humanity. Perhaps the most sig
nificant fact of all was the amity
of the nations In working out a
common plan. To see Germany
smile at France, to see France
smllo with Gormany and trust
Germany that Is a new promise
for Europe."

MONMOUTH HI SCHOOL
GYMNASIUM ACCEPTED
Monmouth, Or.. Oct. 21. (Spe
cial.) The new Monmouth blgli
school gymnasium was accepted by
the school board of district No. 13
last night. The gymnasium was
built at a cost of 110,500. The
gymnasium has a seating capacity
of 760 besides, a large stage which
is to be used for draniatlcB. Part
of the basement will be used for
manuel training which Is a new
course that is being offered thin
year.

Monmouth, Or., Oct. 21. The
Schick test for determining sus
ceptibility to diphtheria was given
by Dr. William Levin, Portland, of
the Oregon state board of health,
assisted by Dr. Bowcrsox of Mon
mouth in the health offices of the
Oregon Normal school to 350 stu
dents and faculty members of the
Oregon Normal school at Mon
mouth and to 101 pupils of the
Monmouth training school and
high school.
The test was repeated on Tues
day morning for 141 pupile of the
Independence trumlng center on 1
high school.
Dr. Levin will return on Thurs
day for the reading of the teBt and
an opportunity will be given later
in the term to thoflo who do not
have natural Immunity for taking
the toxin antl toxin for the pre
vention of diphtheria.

The sixth annual convention of
the Marlon county Y. M. C. A. will
be held In the First Christian
church here Friday night, October
23. Governor Pierce will be one
of the main speakers for the occa
sion. Something over 100 boys
from all parts of the county are
expected to attend the convention.

evening will be as follows:

of Salem. Greetings by the boys
