at the Rate through the bars of
the yard fence.
Persons passing through tho
gate now are not subject to any
inspection, and guards, trusties
aud civilians are constantly pass
ing in and out carrying packages
the contents of which the gate
guard has no means of knowing
anything about. It Is urged that
the system In use at Folsom and
other prisons, where everyone who
passes through the gate must no
identified and every articlo car
ried in accounted for, be installed
here.
Why an appropriation is needed
for the construction of such a
tower at the gate has not been
satisfactorily explained. Tho
prison has a surplus of brick on
hand and plenty of labor avail
able, there being from 100 to 150
men idle in the yard all of the
time. The required steel and
lumber for such a tower would be
a small item of expense. Con
tractors who have been inter
viewed regarding the matter say
that the prison authorities could
build such a tower with an outlay
of cash of less than $100. z

FARMERS LIQUIDATING
OBLIGATIONS TO BANKS
Walla Walla, Wash., Aug. 21.
Belief that farmers of eastern
Washington will liquidate their
obligations to their bankers in a
greater degree this year than in
any other since the close of the
war, was expressed here today by
Harry C. Johnson, etate supervsor
of banking, now on a tour of east
side communities.
"Farmers feel that they can
and must wipo cut the old debts
this fall," said Mr, Johnson. "Al
ready the effect of this feeling is
apparent. Bankers feel that the
liquidation is going to be large
and that the number of failures
in business and farming will be
few."

in the Chicago river. The girl is
believed to have ended her life by
Jumping into the water.
The mother said the girl so re
gretted her changed appearance
after the shingling of her hair,
that she sat crying before a mirror
much of the time.
