Finances of State
Institutions All
In Healthy Shape
With the exception of the state
soldiers' home at Roseburg, all of
tiio 10 state institutions that are
operated mainly by appropriations
of the legislature were well within
their financial allowances, most of
them with big margins to play on
at the end of the month of June,
which marked the close of the first
quarter of the present piennium.
That the soldiers' homo Is behind
does not indicate that It will have
to appeal to the emergency board,
or that It will be behind at the end
of the two years, for the reason
that it receives considerable money
from tho federal government and
will receive further remittance be
fore the bfennium closes.
Neither is (he fact that the oth
er Institutions are ahead so far
necessarily prophetic that they will
keep ahead tho remainder of the
two yearn. Barring fires or other
disasters, however, it Is probable
that the larger institutions, at least
will pull through without deficits.
Tho employment institution for
the adult blind In Portland is not
included in the list below for the
reason that it Is maintained by a
mlllage levy of 1-23 mill annually,
estimated to produce $85,000 this
blennium, while the estimated re
quirements of the Institution for
the two yearn are $82,000.
For want of a better term the
figures In tho table below repre
senting the margin between what
has actually been spent at the sev
eral Institutions and what could
have been spent and still allowed
the superintendents to keep within
their appropriations are called
"savings," though they are not
really savings. In some cases these
run into many thousands of dol
lars, but do not Indicate that the
institutions have been over-appropriated
for tho reason that
lump sum expenditures may reduce
the margins greatly, particularly
with reference to capital outlay.
The eastern Oregon hospital and
the state feeble minded institution,
for example, must pay large sums
for new buildings for which con
tracts have been let.
The financial condition of each
institution Is aa follows:
Stato hospital for the Insane

easily the best of the series.-

Indicative of Progress
The limousine type funeral
car is rapidly replacing the old
style carved hearse. It is only
a matter of time before the old
style hearse will be as obsolete
as a horse-drawn vehicle.
It would be expected, then,
that Webb would have this
new and better piece of equipment.

REVUE AT BLIGH
This Sunday's bill at the Bllgh
theater Is headed by tho attraction
cnllert "Uonux and Bells Revue."
This is an aggregation of tuneful
singers and beautiful dancers. The
act Is presented In so bewltchlng
ly pretty nnd artistic a manner as
to make It one of the best nets of
its kind on tho vaudeville stage to
day.
Alvin and Kenny present a nov
1 -and comedy gymnastic offering
that Is bound to please any audi
ence. The two boys are marvolous
ly trained athletes and their stunts
are remarkable
Music soothes the soul, they say,
and after one hears Edmond Le
Gros, the "wizard of the steel gui
tar," he will agree that it Is eo. He
la truly a master of the Instru
ment and his repertoire Includes
classical and popular music. He
will be one of the bright spots on
the current bill.
Many do notbollove in psychic
marvels as practiced In stage exhi
bitions, nor In mind-reading In any
form, but after seeing the perforin
ance of the Evskies, known as "See
All Know All," one has to admit
he Is mystified. Mme. Eskle, with
her eyes bandaged and at the full
length of the theater from her as
sistant, answers questions pro
pounced in whispers and with a
rapidly and ease that baffles the
ingenuity of the best puzzle solv
ers. The Penny Parker troupe will
come in for Its share of the hon
ors on tho bill.
