cality, the civil authorities de
clare, is to hire some persons suf
fering from chronic illness to mar
kot their wares. Then when the
peddler comes bev're a court, the
pica Is made that he has no mon
ey and that a jail sentence would
mean sure death.
"Within the last three weeks
there have been at least four cases
of this kind tried before me," de
clared Police Justice Fred Morrill.
"The defendant even had a physi
cian take the witness stand and
testify that It might mean death
for the nccuscd If ho should be
compelled to serve time in jail."
