NEW OFFENSIVE
Paris, Juno 5. The Hiffian
tribesmen have launched the

Official reports say Ahd-el-Krim's
men temporarily gained
some grounds at several points
but were repelled by the French.

The Ttlfflan offensivo was con
ducted with the greatest fierce
ness the tribesmen have yet
shown. Abd-ct-Krim used Uiffian
regulars, his best shock troops in
the attacks, but the French de
clare they vcre mowed down by
machine gun firo nnd that their
losses were extremely heavy.
The ItiffianB used no artillery,
but their forces were larger than
In any previous operation of the
campaign.
The pitched battle lasted from
daybreak to sunset yesterday,
French reports said. Abd-cl-Krhn's
"shock troops" got their first real
taste of modern warfare In a
etinging defeat in which the Uif
f ians lost hundred of dead and
many prisoners. The Itlffian war
riors fought valiantly but were
forced back by the French from
all points north of the Ouergha
river, which they had briefly oc
cupied. The fierceness and stubbornness
of Abd-el-Krim's attack waa inter
preted by the French as mean
ing his adherence to hla original
Intention to reach Fez. Taounat,
his immediate objective, is the key
to the crossing of the Ouergha.

A summary of the traffic arrests
records at police headquarters
show that there Is no basis In fact
for complaints that the officers
here are unduly severe In enforce
ment of the speed laws.
Nine hundred and forty-eight
arreats for speeding have been
made here since January 1, 1924.

alnce January 1 of this year.
Of the 658 arresta last year 367
of the offenders were residents of
Salem and other Oregon towns out
aldo of Portland, 147 were from
Portland .and only 44 were tour
isU from outside the state. Arrests
since January 1 show 232 offend
ers from S;t I em and other Oregon
towns, 127 from Portland and 31
tourists.
The police records also reveal
some other Interesting data. The
average speed of the speeders In
1924 was 29 plus miles per hour.1
and proportionately more motorists,
are in a hurry and In mora of a
hurry this year than last. The av
erage speeding rate for the first
five months of the year has jump
ed to 31 miles per hour.
As to how reasonable the officers
here are to enforcing the 20 -mile
limit the records show the follow
ing: During 1924 only 1 1 speeders
were arrested for driving between
20 and 25 miles an hour, and all
of these were arrested Inside the
fire limits, where the speed max
imum Is supposed to be IS miles
an hour. Since January 1 there
has not been one arrest for driv
ing between 20 and 25 miles an
hour.
Last year 21S of those arrested
were travelling from 30 to 35 miles
an hour. This year those picked
up for running In the same limits
number 226.

rests for speed rates ranging from
35 to 62 miles an hour.
There are several reasonable ex
planations for the decrease In tour
1st travel through Salem this year
as compared to last season. Thore
are not so many tourists travelling
for ons thing. The completion of
the paving of the West Side high
way between Portland and Cor
vallis has opened up a shorter and
more direct route through the
stato from north to south, and
there Is less local traffic to con
gest that highway than Is the case
with tho east side route from Sa
lem to Portland.
Also, the paving on the west side
Is In far bettor condition than that
of the Pacific highway from Ore-
City to Salem.
Delays and inconvenience met
by motorists In negotiating the fer
ry at Unrrlsburg also Influence
many to choose the clear and un
hampered route aiding the west
aide.
It also must be remembered that
with two routes now open, and
with Salem on the longer and poor
est paved one It Is not going to
get the same percentage of tour
ist travel that It has enjoyed In
former years. There naturally
wilt be a percentage who will fol
low the more direct and better
paved route, and the size of this
percentage will depend largely up
on the effort Salem makes to di
vert traffic this way. Just now
Salem Is doing little or nothing
to build up Its tourist travel, and
la relying principally upon Its be
lng the state capital to attraot vis
itors, while Eugene, Cor vail la and
other towns are organizing motor
association units, and are work
ing aggressively through their
chambers of commerce and other
civic organizations, as well as
through garages and service sta
tions to Interest and attract tour
ists. Business men and others who
have been complaining of lMe that
the severity of the Salem police In
enforcing , traffio restrictions la
driving tourist traffic away from
the city will find, If they take the
trouble to Inquire, that most of the
complaint on this score comes
from travelling salesmen and the
like, who are habitual speeders.
