PROTEST ACTS

Silverton, April f At the regu
lar meeting of the Oil vert on city
council s remonstrance s.gned by
. 10 tax payers protesting ftgalnst
certain acts done by the water
commission, was filed. In their re
monstrance the petitioners com
plained that the water commission
bad increased the salary of the
superintendent from $150 to 1200
a month, when a competent man
could be had At $125 ft month. The
petitioners sln stated in their pe
tition that the present water su
perintendent had been neglectful
tf his duties. The petition had
been offered at the former meet
ing of the council but had been
ruled out of order on the ground
that it should hve been presented
directly to the water commission.
The attorney appearing as coun
sel for the tax payers, in hm ar
gument to the council, called Its
Httentlon to a section of the city
charter which msde it the duty
of the city council to fix the sal
aries of all officers provided for In
the charter. The attorney also di
rected the attention of the council
to the provisions of the charter
which mads U the duty of the
council to appoint the water com
mission and also giving the coun
cil the sole right to remove the
commission. The attorney argued
ct the Monday night meeting, that
for this reason it was the duty of
the council, upon receiving notice
of transgression In office on the
part of the .water commission, to
investigate such charces. and. If
necessary to protect the Interest
of tho tax payers, to remove the
commission.
As the water commission Is a
separate body from the city coun
cil, the council could not act on
the matter but referred it to the
water cummlrslon. Alfred O. Nel
son appeared as attorney for the
petitioners.
