tions, and have a right to main
tain ourselves as such," Dr. Mo
lina said, "but the Monroe Doctrine
implies a hegemony of the United
States over us.
"It is in fact the doctrine which
h?a expired. It is a dead letter,
while Pan-Americanism at pres
ent is only a hope."
