The committee has not yet pre
pared its report, but it is said a
mortatorium. during which no pay
mi nts need be made by the settlers
and a change in the method of

be Included in the recommenda
tions. Tho latter will be a change
from the fixed charge, which on
tho Umatilla project ia $8 a acre,
to a charge of 5 per cent of the
production per acre. Roth the re
lief measures are authorized un
der the new federal law which Is
based on the report of the fact
finders commission.
