BILLS TO RAISE

REPORTED OUT
On the assumption that alt rv
oue producing bills approved by
tbe ways and means committee re
passed by the legislature, the com
mittee had, at the conclusion its
deliberations lant night, $t4S,-
188.97 left over after all appro
priatious and claim allowances
had been footed up. But wbcihT
tbe revenue bills il be put across
without much ti&vail and mu-'C
strenuous giapplius with corpora
tion lobbies is a question.
Revenue measures tha. will be
embodied in bills and reported out
favorably by the committee with
out further deliberation total, to
gether wtlh one or two small esti
mated reversions, 1, 935, 009
They are aa follows, the figures
being he estimated proceed for
ine next two years:
Contribution from feee received
by verioug etate activities, $200.
000; tax of 10 per cent on ciga
rettes, cigars, and all tobacco and
muff, (1,200,000; tax of 10 per
tent on cosmetic, $100,000; re:ei:l
t quarter-mill road tax, $255,
900; 'tax on gross earnings of rail
road and utilities, $80,000; re
peal of battleship Oregon appro
priation, $30,000; suspension of
ttate aid for Industrial accident
iommiasion. $50,000; eti Hinted
rev ere ion from Vale relief appro
priation, $20,000; total, $1,935,
)00. Added to the above ie the state
mailable cash of $5,604,981..90,
7hich brings the grand total up
O $7,619,981.90.
Previously published appropr'j
ions and allowances totaled $G,
137,895.52. Since then other aii
ropiiations have been added u
Jie sum of $133,399.41, making
otal appropriations and al low
wees to date $G, 971,294. 93. This
ubtracted from $7,619,9S190
eaves $(148,686.97.
There is a question whether t'.ie
repeal of the quarter-mill roi 1
tax can apply to this year aa well
is next. Tbe bill as drawn cov
irs both yearo. If that holds it
means $265,000 additional. It
would bring the total proceeds of
revenue bills up to $3,200,000. th:?
grand total of available funds up
to $7,884,981.90, and the amount
left over up to $913,686.97.
In spirte of this seemingly hap
py solution some members of tl.e
ways and means committee fltill
favor a direct tax levy of one mill
by the legislature so that the nor
mal tax base under the 6 per sen
tax limitation may not be lacking

Money of No Value
"Life had no pleasures for me

declaring tha. if the levy were
made he probably would veto thr
bill. Thube who believe in this
means of raising another million
and possibly withdrawing wm
of the revenue bills already ap
proved by the committee will
talk the question over with tbe
governor today.
Then there is another consider
ation. Attorney General Vaa
Winkle held that the income tux
was subject to the ti per cent lim
itation. Perhaps the revenue bilLs
approved last uigbt would be alQ.
if so the whole financial program
of the ways and means committee
would be knocked higher than 'be
dome of the state house.
Yielding to the plea of the 'u
durance men that an increase in
the gross premium tax on domestic
and foreign life Insurance compan
ies be Increased irom 2.26 to 2.5
pe rcent, tbe committee was mboi:t
ready to drop it. Hut today a bill,
drawn Independently of the com
mittee, was elated fur Introduction
in the house providing for such an
increase.
