states, the president, by way ot
illustration, showed how a shara
of stock upon death ot its owner
might be made subject to seven
separate and distinct inheritance
taxes by the federal and various
state governments.
"All this means, he added,
"not only an actual amount of
tax which may under particular
circumstances exceed 100 per cent
of the value of the stock, but the
expense, delay and inconvenience
ot getting clearances ot the states
who claim a right to tax the
property is a serious burden to
the heir who Is to receive the
stock. Particularly Is this expense
disproportionate to a tax paid by
a small estate, which has but
few shares of stock. In many
cases the expense alone must ex
ceed the total value ot the shares
which it is sought to transfer.
Looking at It from the standpoint
of state rvenue, I am told it is
probable that the full cost of ex
ecutors of ascertaining the tax
and obtaining; t'io necessary trans
fere is In the aggregate nearly as
much as the tax received by the
states upon this property ot non
resident descendants. Here, in
deed, is extravagance In taxation.

TO FIGHT BIBLE BILL
Senator Garland, author of sen
ate bill 83 providing for the read
ing ot the Bible In the schools of
the atato, told the house Judiciary
committee last night that he felt
assured that the constitutionality
of th measure was assured. Earl
ier In the day Ben Selling and Ex
Governor Oswald West had declar
ed they would fight the measure
on the grounds that It was uncon
stitutional. Senator Garland de
clared that the religious rlghta of
his Jewish friends would be safe
guarded, and explained that he had
fathered a bill providing for allow
ing each family of that fnlth two
gallons of wine annually. Inci
dentally, the latter measure wai
reported unfavorably by the ho us
committee on alcoholic traffic.
Representative Tucker, Line
county, spoke for the bill. Rabbi
Jonah B. Wise, David Robinson,
Alex Welnsteln and Ben Selling op
