FOG AT BEND
Bend, Or., Feb. 13. A heavy

river-within the city limits. Dis
trict. Attorney A. J. Moore man
aged to save himself from going
orer the elde of the bridge when
he came suddenly upon a crowd
around the car of Lloyd Magfll
which had juu turned completely
around and finally stopping crow
wtee of the road at the approach
to the bridge. Icy pavements to
gether with the fog was respon
sible for the fimt accident and
because of the Icy pavement
Moore was unable to atop his car.
He applied the brakes and took
a chance on ,the railing of the
bridge keeping him from going
into the water, 13 feet below.
1 Fifteen feet of railing was torn

HOUSE VOTES
EXTENSION OF
BOND SALES
(Continued from Page One)
is a question ae to whether the
highway commission can refund
and issue new bonds, he declar
ed. "However,, there is no danger
if the law permitted fiuch pro
cedure. The legislature meets
again in two years, and any abuae
could be stopped. The bill Is In
the Interest of state develop
ment.
Representative Shelton, Baker,
pointed out that the highway
commission had not sold a bond
during 1924 and that there was
no danger of it abusing Its au
thority. He pointed out that there
was need of having an emergen
cy iesue authorization on hand
"What would happen if the gas
tax were fought and found un
constitutional?" ho asked.
Hamilton, of Bend, fought for
the bill. "We can't stop highway
building now," he declared. "In
eastern Oregon and .in certain
coast counties work is hardiy
started. Because the Willamette
valley is paved, there is no reas
on to stop and forget eastern
Oregon and other sections.
Representative Carkin opposed
the bill, he explained, on account
of the policy it carried. "It'e a
question of whether or not we
(mall give free reign to the high
way commission, he averred, i
have every confidence in the high
way commission, but it ie like
individuals in that it is likely to
become enthused In its work to
too great an extent. If the bill :
passed, the commission can reis
sue as rapidly as refunding ie
provided. There is a move on to
bring up our valuation of proper
ty which would make available
greater Income 'for the commis
sion than now exists.

Indications are that the debatin

the eastern school would have the
advantage of closer access to the

While It Is generally anticipat
ed thut a bill transferring the pro
hibition department to the board
of control will be proposed, the
germ of another Idea has already
taken root. This is to have the
legislature itself commission ' a
prohibition director, give him
broad authority, and make him
rmpoiislhle to the legislature for
the conduct of the department.

This, however, presents tho al
ways objectionable feature of hav
ing the legislature dabble In the
administrative ldo of governmen
tal affairs, but there are those who
favor the ptan ox a temporary ar
rangement to be endured until
there has been a change in the of
fice of governor.
There Is this certainty about the
situation: if the governor refuses
to fire Cleaver a bill to transfer
the department out of the gov
ernor's hands will go sailing t'iru
the house, notwithstanding the ve
to, and there is no certainty that
the friends ot the executive, minus
such supporters as Eddy, Garland,
Johnson and Rare, would be nblo
to sustain a veto In the upper
house.
Abolishment Not LlkHy
Abolishment of the department
can bo reasonably said to be out
of the question. Such a proposal
would certainly rile In the senate, if
not In the house.

All To .ovcriior
There In no indication as yet as
to what reception III greet the
econimendation made by Senator
Hare and tour members ot the
house committee that a flying
miuadron be substituted for the pro
hibltion department, and that the
local officers be given a larger
share of the enforcement fund
Should the governor retain Cleav
er and control over the proposed
"flylr.g stjuadron" be vested in
him, than the Hare plan would bo
doomed to practically certain de
ft at, for fear that Cleaver would
be appointed to head the new corps
Ith Cleaver out of the way this

And, In the last analysis, the
department may retain Its samo
statue for another two years at

out the way. If the governor re
mores Cleaver It la probable that
the department will remain as it
is with but a few minor changes
in the law.
