OF TEACHERS HIT
Objections raised by Senator
Eddy, backed up by Joseph and
others, against a bill introduce!
by the house committee on educa
tion to raise the grade etandaM of
teachers entering Oregon from
states caused the measure to be re
referred yesterday.
In Oregon a grade og 90 p-r
cent is required for the granting
of one-year certificates to leath
ers, and the bill considered yester
day provided that teachers from
other states Beeking one-year cer
tificates in Oregon must have ac
quired the same standard in thnr
home states. At present only SO
per cent Is required of them,
Joseph wanted to know how
many states the bill would "freeze
out" from Oregon. Senator Butler
admitted that It "would freez out
ome slates, particularly Wash
ington, which does not recognize
Oregon certificates at all."
Eddy attacked the bill as fixing
an unjustly severe requirement,
and Moser, who was not in tn.
chair at the time, reminded Eddy
that 90 per cent Is the require
ment for Oregon teachers and
wanted to know if Eddy proposed
to discriminate against Oregon
teachers in favor of teachers from
other states. Eddy replied that
lie would favor a bill reducing thv.
requirement of Oregon teachers to
80 per cent. Joseph said he would
also favor this.
Another bill by the committee
on education In the house requir
ing teachers from other states to
have a four-year high school
course and at least 36 weeks of
teachers' training, the same as re
quired of Oregon teachers, was
parsed wtihout opposition.
Representative Woodward's bill
providing for physical examina
tion of pupils In the public schools
was passed hy the senate.
Representative Wlnslow'a bill
providing for a full statement of
Indebtedness In muniicpal budgetu
was passed In the senate.
