The first bill provides for the

right to develop and utilize or to
dispose of by contract, lease

be released from property to be
old. and the effect of such re
leases as evidence. It providss a
special capital asset fund, and tbu
manner of its use. Confirmation
of all proceedings by the courts is
provided. The bill carries the
emergency clause.
The second meatture provides
that the district ward shall have
authority to enter iuto any obllga
tion or contract with the United
States for the construction, oper
ation and maintenance of the
Accessary work for the delivery
and distribution of water under
the provisions of the "fact finder'
act," and In this contract to pro
vide for payment of the charges '.o
the United States upon the basin
authorized by this act, and unJ:r
such rules as may be promulgated
by the reclamation service.
To meet the above provision as
to charges the act provides for
asscHHincnt on the basis of acrf.g;
production.
