ORATORY OVER
CHILD LABOR LAW
ECHOES IN 001
A barrage of oratory laid down
by some of the best speakers In
th state representing Interests in
Oregon seeking the adoption of
the child labor amendment to the
constitution is still echoing inside
the statehouse walls this morning.
Whether tha presence of several
hundred women from Portland and
other sections of the state at the
Joint hearing of the senate Judici
ary and house resolutions commit'
tee lost night had a deciding effect
will be known wlthtn a few days.
The amendment will likely come
up for action by the legislature
early next week. Th predomin
ating opinion Is that the measure
will be side-stepped and left for
the people of the state to decide at
the polls. On the other hand,
considerable number of legislators
favor direct action.
The principal speaker against
the amendment, Thomas Brown of
Salem, who declared he wad been
from 'Aurora to the Santiam
sounding out th opinion of Mar
ion county women," was drowned
in hisses- when he charged that
motners of the state cursed the
measure.
Senator Jay Upton demanded
order. He declared hissl ig out of
oraer. inimeuiateiy. Brown be
came the target of prolonged ap
plause on many statements wheth
cr tluy were points or not. Those
who had been hissing led the
cheering.
lhere are three distinct Issues
in the propoaed amendment." t
plained Norman F. Coleman, prcsl
dent of Reed college. "One is t
prohibit child labor under tho ago
of fourteen; the second is to regu
late tho labor of children between
14 and 16 years of age, that is to
hours and conditions; the third Is
to determine what hazardous oc
cupations children of 16 and 17
would be barred from.
ihe experience records show
that tiio highest accident rate lire
vails among children of 17 rnd li
years of ago where they are not
protected by Inw on tho on hand
and do not have the nature ex
perience on the other.
"We most judge by what con
gress has done In the DaM and not
iy tiu ine.irizing or people who
pull objections down out of tho
air."
Brown, an attorney of Salem
and a former member of tho leg
islature, attacked tho measure on
tho grounds that it was a blow
against states rights and that lis
passage would cata'jltah a bureau
cracy of 30,000 persons.
"Do you wnnt to part with the
If st vcslifje of etats's rights'.'" ho
.shouted. "It is the attempt of ud
lifters aliened against tho mothers
of tho country. I would rather
listen to the mothers of the coun
ty. These uplift ers produced f
Loeb nnd Leopold and the girl in
California who murdered her moth
er. I was In a family of ten. We
nil had to work. Napoleon the
eighth in hla family. Boys of 16
were big enough for soldiers In the
war. A father knows whether his
boy at sixteen ought to go to work
or whether he Is bright enough
to go to college."
A. S. Roberts, representative of
Vasc3 county, took tho floor
ng.ilnst the measure. He charged

"There la not a state In the
union, which with certain excep
tions, does not have good child
labor laws," ho declared. He also
pointed out that animals took care
of their young adequately nnd nat
urally, and that If left 4. lone,
mothers of tho country could do
the same.
Claude In galls, editor of the Cor
vallls Gazette-Times attacked the
arguments of the proponents of j
the measure. Ho explained that I
their data was based on 1920 sta
tistics. "Various states having de
ficiencies In their child labor laws
r.ave corrupted them since that
time," ho declared.
James Mott, representative from
Clatsop county, assailed the ar
guments of Brown, whom he chnrg
ed w.ia a representative of tho
merchants and manufacturers as
sociation. "There Is no valid rea
son for not giving congress the con
current power in child labor legis
lation that the states enjoy," he
declared. "The supreme court will
outrule any excewdve or unsound
legislation, if congress were to
be so foolish to pass any. The ar
guments that C3ngress would pasw
laws preventing boys from milking
