Senator Joseph has been added to
the governor's forces as a strate
gical expert, and the one who will
marshal! the forces favorable to
the governor when the show-down
comes lu the upper house.
Generally It is conceded that the
governor has no hopes of blocking
legislative attacks upon bis ad
ministration In the house, but be
la known to be marshalling every
vote be can possibly command in
the senate.
Difficulty tn lining up sufficient
votes on a program that would al
low the legislature to name the
fish and game commissioners in
the bills is understood to have
caused a change In the method of
procedure, and It is now said that
tho bills will call for the appoin
tive power to be placed tn the
hands of the board of control.
A lineup sufficiently strong to
pass these two measures over the
veto of the governor is generally
conceded In the house, where
clr.ims are made to 43 votes, but
sponsors for the plan are frank tn
admitting that they do not yet see
the required 20 votes in the sen
ate, and that there are some mem
bers of the upper house whose at
titude will not be known until the
roll Is called.
Senators known to be more or
less friendly to the governor or op
posed to heg-tying him for political
purposes, today denied that they
have been approached by anyone
seeking to organize a bloc to be
friend the governor, or for any
other purpose.
