STREETS FILED
Petitions weie received by lUe
city council last night fur the lav
ing of three streets. These were
17U street, from Cheineketa to
Center; Krixon, from Capitol to
McCoy avenue; and South street,
from Cottuge to Maple avenue.
Resolutions were adopted ap
proving plans and specif icatiuus
for the paving o the following
Streets; Fuirmount avenue; Cros3
ttreet, from High to Church; Mar
lon, from 23rd to 24th; Ferry,
from 15th to 19th.
A resolution approving plans
and specifications for the cover
ing of the mill race on Division
street fvom Front to High was re
ferred to the street committee to
report at the next meeting.
Citv Engineer Rogers imported
that a remonstrance against the
improvement of terry from l&tti
to 19th was not sufficient to de
feat the improvement.
The engineer tiled plans for
the improvement oi K street. A
recommendation ot the Btreet com
mittee favoring the improvement
of Howard btreet, from Church to
High, and instructing the engi
neer to prepare plans anu specui
cations was adopted.
The street committee reported
unfavorably on a claim of V. C.
McDonald for damage done to his
trucks by manholes and the report
waa adopted.
Citv Attorney Smith reported
that he had filed suit to quiet U'.le
to lots 2 and 3 in block 10.
The city's share of the cost for
paving Mission street between
Commercial and Saginaw was re
ported to be $125. uu and the city
recorder was instructed to bond
for the amount.
Tie citv recorder was instruct
ed to purchase a one-ton Ford
truck with dump body for the use
of the street department.
L. R. Hawse was given an ex
tension of time for the removal cf
an old building on lot C, block lu,
Prior to the meeting of the iltj
council under the new administra
tion last night the old council
met to wind up its business, which
was the formal retirement cf
Kaloh Thompson and II. H. Vand
Tort as members of the council
and acceptance ot the resignation
of Alderman A. F. Marcus. Moth
Thompson and Vandcvort spoke
briefly. Both have served six
years,
Thomnson thanked the mayor,
the other members ot the boJy
and the city officers for the treat
ment accorded him while be has
been a member ot the council, and
declared that one ot the things
he had learned was that "if you
want co-operation you have to co
operate.'' "1 have had a lot of fun. with
you and you have had a lot of fun
with me," said Vandevort. "1 nave
had a pretty good time here and I
will mifcs you !oys. I have had a
square deal from the mayor and
the councilmen, and also from the
press. The newspaper boys have
been fair to me. They have never
misquoted me, " ut have told what
I said. Sometimes I have sai:l
things I shouldn't have said, but
1 always have been quoted cor
rectly." Mayor Giesy responded warmly
to the farewell speeches of the two
members.
Thompson moved that the old
council adjourn sine die, and Van
devort seconded the motion. The
vote was called and they 1-ift,
yielding their scats to the suc
cessors. Eugene B. Grabenhorst,
Thompson's successor, took bis
seat at once, but Carl O. Eng
strom, Vandevort's successor, was
not present.
As soon as the new council met,
Paul V. Johnson was elected to
succeed Alderman Marcus. Alder
man Van Patten later resigned,
effective at the end of the meet
ing, but his successor has not yet
been named. It probably will be
Damon Fleenor.
STATIC CONDITIONS
MAY BE ANNOUNCED
Chicago, 111. Hope expressed by
many radio fans that the United
States weather bureau would be
able to forecast reception condi
tions as It does the weather, has
been given new Impetus by indica
tions from bureau officials that
uch predictions may be practica
ble. These officials point out,
however, that the weather bureau
has not made any official investi
gations due to the fact that it has
bo funds available to provide the
facilities and the personnel.
The weather bureau has received
many requests and suggestions
from radio enthusiasts urging that
It undertake to forecast static conditions.

After an absence of five years,
trim snugly fitting high shoes that
look so much like silky spats and
accentuate the shapely ankle are
once more making1 their appear
ance in the Paris shops and on
the boulevards. This would seem
to confirm the American vogue for
kid footwear by leading it to new
heights. The model shown above
seems particularly popular with the
better dressed set. The tops are of
silky gray kid and the vamp and
heel of black patent kid leather. The
new iTcnch lacing goes up the in
side, giving the ankle a trim shape
lincss and support, correcting the
tendency toward awkward ankles
caused by the continual wearing of
low shoes. The same style was
seen and admired on the boulevards
in a combination of tan and black
kid and in all tan, worn with a black
costume. Some demand is already
felt in New York, but only in the
more exclusive shops. The vogue
seems to be starting as bobbed hair
did among the four hundred, and
its rapid spread is predicted.

the British Meteorological depart
ment told the Associated Press in
explaining a new discovery which
departmental experts have made
and which, it is declared, enables
them to pick out the wet and dry
years to come.
This statement was made after
much study on the part of weath
er scientists and as the result of
the discovery that a close connec
tion exists between rainfall, par
ticularly in Great Britain, and the
frequency of solar prominences.
The latter are explained to be the
tongues of flaming gas that dart
out from the sun's surface, some
times to height of 20.000 miles
and at a speed of more than 150
miles an hour.
Experts have spent three years
st dying the relation of this phe
nomenon with the fail of rain and
have learned that the interval be
tween tho dates when these giant
fireworks are most active has
grown progressively shorter and
shorter during the last half cen
tury, while the periodicity of wet
years In England has shown a cor
responding change. The mathe
matical curves indicate a relation
ship that Is too definite to be over
looked, say the department chiefs.

tion of a city planning commis
sion, the object of which will be
to develop plans for the regula
tion ot the future growth, de
velopment and beautificaticn of
our city and to establish rones or
districts regulating the construc
tion and use of building within
suet zones. This Is a matter which
is ot vital Interest to every citi
zen, and in my opinion is imperii'
lively necessary to the proper
growth and development of Sa
lem.

Silverton road. Nirtli Seventeenth
streets is the only street in the
eastern tec tion of the city which,
if opened, would extend entirely

grounds to fie Turner road. If
North Seventeenth street were
opened it would divert much of
the traffic which now congests
Capitol street during state fair
week. This subject is worthy of
your careful consideration.
"X wish again to call attention
to the need for the renumbering of
the houses in our city. Much con
fusion Is caused, not only to
strangers but to our own citizens
as well, on account of tho hap
hazard numbering of hoiues.
Much inconvenience aleo results
to the postoffice department and
numerous complaints have been
made by the city carriers. This,
too, should be carefully studied
and a plan devised for correcting
our present defective numbering
system.
Citv Wafpr Needed
"There is nothing so essential
to the growth and development of
a city as its water supply and
water distributing system. We
could render no greater service to
Salem than the accomplishment of
this one object. Z believe that Sa
lem should have a municipally
owned water system with an ade
quate supply ot pure mountain
water, and while appreciating
thoroughly the magnitude of such
an undertaking, I feel that we
should exert every possible effort
for th3 accomplishment of th-s
most worthy enterprise.
"I cannot refrain from again
commenting upon the market in
crease in the efficiency ot our po
lice department since the change
was made In the charter ves'ing
in the mayor and council the au
thority to appoint the marshal.
During the past year entire har
mony has prevailed in the police
department, with the result that
the highest degree of efficiency has
at nil times been maintained. The
amendment of the charter at the
last election Increasing the fine,
and imprisonment limit has also1
had at very salutary effect upon
would-be violators of the law, and
i am picasea to say mat in my
five years of service ae a member
of this, body, the moral tone of this
city nas never neen so Btrong as i:
is today.
Fire Denartment Efficient.
"The efficiency ot our tire de
partment has been further in
creased by the addition ot a first
class aerial ladder equipment
which, with the triple combina
tion pumper, previously purchase 1.
brings thie department to a maxi
mum of efficiency. The needs of
this department should be given
constant study to the end that the
lives and property ot our citizens
may be assured of the great possi
ble protection.
"The street improvement de
partment has just closed the most
active year of its existence. Seventy-eight
blocks ot hard surface
pavement were constructed durinc
the past year at a total cost of
$180,807.10, bringing the total
number of miles ot pavement
within the city limits to approxi
mately forty miles. This is a rec
ord of which we may well In1
proud. There are already (peti
tions filed which call for a total
ot 43 blocks of pavement to be
laid during the present year, and
the indications are that the p rod
ent year will le another record
year for this depaitment. This in
. most important department of
our city and should be malutahifd
to the highest degrees of effici
ency. "Tho street department is
charged with the duty of main
taining and cleaning the streets of
our city. The acquisition of the
new street flushcr by this depart
ment was an important event in
its history. Upon the arrival of
the new f lusher the obsolete and
inefficient street sweeping equip
ment was discarded and a modern
and sanitary net".:od of cleaning
our streets was substituted in ite
place. We now have the equip
ment for keeping our streets clean
and sanitary wnicn will, I am
sure, be appreciated by all of our
