To go further into the facts
regarding the true status ot the
irreducible school fund and the
charges being hurled by the gov
ernor and the Oregon Journal, one
will discover from the records of
the land board that no only are
the investments of the school fund
in farm loans holding tholr own in
earning capacity, but that the in
terest payments for the land
board's fiscal year, ending July
31, 1924, were greater by ap
proximately ?2,000 than for the
previous year.
A statement of the fund's In
terest earnings for the period
from August 1, 1923, to July 31
1924. show the total receipts to
be $405,167.84. The preceding
year showed receipts totaling
$403,331.74.
Interest Greater
Considering that agriculture
generally has during the past two
years been passing through a
serious period ot depression and
farmers have almost without ex
ception been totally without ready
money, It is hard to infer from the
foregoing figures that the irreduc
ible school fund Is in such danger
or radical depletion as the gover
nor and the Journal would have
the people of Oregon bellove.
Particularly is this so when it is
considered that the interest re
ceipts for August and September
of this year were $26,199.72 and
$31,294.88 respectively,
against corresponding figures of
$27,430,18 and $30,752.44 for tho
same months in 1923.
Without exception the interest
receipts on school fund loans for
the past three years have been and
still are measuring fully up to the
average tor each month. In spite
of the fact that the farmers, by
Governor Pierce s own admission
have been so hard pressed for
ready money that they could
scarcely meet their taxes.

problem and to deal with It on a
scientific and constructive basis.

new measures designed only to fool

Before the progressives can
proceed with their constructive
program, however, It Is necessary
to wipe off the statute books a
law that is destructive to both
business and agriculture, unjust
to railroad employes, and unbear
able burdensome to the entire con
suming population.
Must Be Repealed I
'The Esch-Cummins railroad
law must bo repealed. This post
war charter of special privilege
must bo revoked. Upon this Im
mediate issue thero is a complete
divergence between tho progres
sive candidates and their oppon
ent ln the republican and demo
cratic parties. Mr. Davis stands
for tho retention of this law and
President Coolldge, in his first
message to congress, threatened
to veto any amendment of its
principal provision. Ho is today
contending against tho repeal of
modification of this law, universal
ly condemned by tho American peo
pie 8h a law whoso only friends
aro tho railroad owners and those
who serve them. Ho has also
given his sanction to the rnoHt ex
travagant claims 01 tho rallroadfl."

their propagandists are spreading
the statement that the election of
the progressives will destroy the
railroads and injure business."

are not going to Injure the prop
erties ot the railroads. They
never have. You can go up to
Wisconsin and find out how the
railroads havo fared under pro
gressive control in all the years
that the railroads have been regu
lated in Wisconsin, and they have
been regulated mora fairly and
upon a more Scientific basis than
In any slate In the Union.
"Tho progressives do not believe
that the government flhoutd con
fiscate a single dollar of the prop
erty of tho railroads, but they are
determined that the railroads shall
no longer be permitted to confis
cate the property of the people.
If continued mismanagement
and cxccHHive costs make It neces
sary for the government to take
nvor the roads and provide for
(heir operation, It will be done un
der conditions that will protect
every dollar honestly invested in u
ailroad property.
I do not believe that tho peo
ple will bo frightened by tho bug
aboo of public ownership that has
been raised by our reactionary op
ponents in an effort to distract at
tention from the immediate issues.
'The progressives do not pro
pose in tholr platform, nor do they
intend to undertake an Ill-consid
ered experiment In public owner-
ihlp of railroads or along any otn-
er line. When wo are ready to
movo forward in this direction, we
shall obtain the servlcos of the
best transportation experts and tne
best legal and financial counsel
available. Every detail of the
plans will be worked out by prac
tical men. and the matter will be
laid before the country In the
form of reports, so that any de
fects may be exposed.
The greatest care will be ex
ercised to insure freedom from tne
evils of bureaucrntlo control, une
nroprresslves aro the keenest crit
ics and most outspoken opponents
of bureaucracy. They have ceen Its
evils and are determined to elim
inate them from every undertak
ing on which they embark."
