Washington, July 21. The war
department announced today that
a distinguished service cross had
been awarded to Major Andrew S.
Rowan, retired, of San Francisco,
who carried the message to Gen
eral Garcia of the Cuban revolu
tionary army in May, 1898, dur
ing the war with Spain which has
since been held as one of the strik
ing instances of heroism during
that war.
The citation said that Major
Rowan, then a. lieutenant, entered
the Spanish lines at Ortfte, Cuba,
in disguise, crossed the island,
"and not only succeeded In deliv
ering a message to General Garcia,
but secured Information of such a
great value that it had an import
ant bearing on the quick ending;
of the struggle and the complete
success ot the United States
army."
At the same time Major Rowan
was awarded a silver star citation
for gallantry in action on Hudlon
mountain, Philippine Islands, in
January, 1900", during the Philip-,
pine insurrection. Major Rowan
placed and operated a field gun In
the attack on the mountain under
hazardous conditions.
