The enthusiasm with which or

City Not To
Be Done Over
In speaking ot the need for this
home to care for orphaned and
dependent children. Judge Jacob:
Kanzler ot the court of domestic1
relations, said recently, "After
two years of observation in this
court, I find that we have o
child caring agency to meet the
needs of a large class ot depend
ent, neglected and pre-dellnquent
children.
"Unfortunately, foster homea
cannot be found tor many ot
these children and their usual fate
Is to be moved from one temporary
place to another, finally to find
themselves stranded, both in
means and education, at the age of
18 years. These children are
worth saving to good American
citizenship and It can be done."
It Is to meet this need that this
children's farm home has been
planned. It is hoped that it will be
ready to receive children by early
summer.

Lewis Asks For
Conference On
New Wage Scale
Chicago, Feb. 21. President
John L. Lewis of the United Mine
Workers of America today asked
coal operators of the central com
petitive field comprising the states
of Illinois, Indiana, Ohio and
western Pennsylvania, to meet
with union officials at Cleveland
on March 2 for a wage conference
which he said might avert the im
pending strike.
Similar requests have been re
jected by some operators who said
that they wished to discontinue
collective bargaining wi'th tho
miners.
meeting was one of the most in
teresting held this year. The or
dinance providing that the propos
al to buy a new triple-combination
truck for the file department be
placed before the people on the
ballots at the May primaries was
passed at its third reading last
night, the special franchise com
mittee was granted additional
time in which to report on the
Highland stage line problem and
four Salem merchants were grant
ed licenses to sell soft drinks.
Due to the fact that the city at
torney was unable to prepare by
last night the ordinance which
would place before the people at
the May election the proposal that
the chief of police be appointed by
the mayor, the aldermen were un
able to pass upon the bill at last
evening's session.
Appointive Plan Favored.
"I am sorry tLui me bill could
not have been introduced to
night," Dr. F. L. Utter, chairman
of the ordinance committee, said.
"I believe that the appointive
plan is a good one and that
through it we would have more
efficiency and better cooperation."
The ordinance in question will be
placed before the council at Its
next meeting, he said.
After considerable controversy
during which Alderman Vande
vort charged dlscriminat.'on, tho
council voted to deny to the Bond
stage line, operating between Sa-
Ulem and Independence, a fran
chise. The aldermen acted on the
report of the Bpecial franchise
committee which had explained
that the Bond stage line, unlike;
one of its competitors, had not op
erated on schedule and in otnei
ways had indicated that It was
not entitled to the privileges
sought.
An Indictment, charging the
council with being "cheap," was
returned by Alderman Vandevort
after the aldermen had refused to
reimburse William Sheridan, of
this city, who sought to recover
$7.50 expended by him after the
radiator of his automobile, held
by the police as ball, had been
allowed to freeze.
"Sheridan paid his fine of $20
and I don't believe he should be
forced to pay the $7.60," Mr.
Vandevort contended. "It Is true
that we are probably not legally
liable, but we are, morally."
Mr. Vandevort's motion that
Sheridan be recompensed lost by a
six-to-five vote.
"You're pretty cheap,' shouted
Mr. Vandevort.
Alderman A. F. Marcus drew a
laugh during an exchange of
words that followed.
Matron Office Target.
"I want to ask Alderman Van
devort a question," he said.
"Ask it," Mr. Vandevort en
couraged. "Does thiB man belong to the
Methodist church?"
In the laugh that followed Mr.
retort could not be

A motion that City Attorney

before the council at its next
meeting a written opinion con

adopted last night, and Alderman

future, the council will be asked

Twenty-nine dollars damages is
sought by George F. Litchfield, of
this city, whose wagon was struck
and damaged recently by the Sa

night, was referred to the city at

also notified to send, in behalf of
the council, a bouquet to Mayor
