Ii 1 Bill Calling For Vote In May Before Gov ernor, But Measures Are Dead With the special election meas r h ure in his possession for executive approval or disapproval between now and next Thursday and the exposition measures In the behalf of which the special election was called primarily, relegated to the legislative discard, Governor 01 cott is confronted with a most pe culiar situation. Should he sign the measure the machinery for the special election will be set in motion for action on May 19 next. Should the exposition propo cents then fail to move in behalf of the resurrection of the fair measures Or should they move and fall to resurrect the measures there would be left only one minor question for consideration at the B u " I a I elect Ion the right of tii people of Linn county to levy i special tax and the yejple of Hen ton county to bond themselves fur the payment of certain old debt!. For, In spite cf argumeiirs to the contrary advance on the floor of the senate in behalf of support of the special election measure, there does not appear to be any provision in the election bill which would halt the election once the measure is signed by the gov ernor, , even though the major questions involved therein the exposition measures- should be found to be invalid. The only saving clause contain ed in the election bill reads as fol lows: "Provided that if any amend ment or measure herein mentioned shall be found not to have been adopted or passed by the leglsla tive assembly the same shall not submitted to the people at said election." This clause, attorneys here pointed out, would not prevent te referring of any other measure regularly adopted or passed, to the people at such an election. wim me exposition measures eliminated and so they are now unless a court order Is had resur recting them there will be left only the minor question for sub mission to the people a question primarily designed for submission at the next regular election and for which even the proponents of the measure displayed no desire for haste In the recent legislative session. In the meantime the governor is closely watching the movements of the fair proponents in behalf of their measures, for if he vetoes the election bill there arises the possibility of two re ferred measures with no special election provided for. On the other hand should he approve the elec nun um mere arises tne pros pect of a $15,000 special election with nothing to vote upon. Shrode The jitney and truck bill passed by the last special session provid ed for the supervision and regu lation' of the transportation of persons and property for compen sation over any public highway by motor vehicles. The new automotive legislation is interpreted as affecting all cor porations, persons or companies owning, controlling, operating or tyinnnirlnc nnv mntnr vehicle used in the business of transportation ' of persons or property for com pensation over the public high ways of the state, exception being made to such vehicles as operate exclusively within the limits of an Incorporated city or town. The public service commission, in its administration of the act, Is authorized to supervise and regu late such features as rates, serv ices and facilities from the stand point of their reasonableness, safety and adequacy and to exer cise jurisdiction in such matters affecting the relationship of non companies with the passenger and shipping public. All companies or individuals subject to the act and engaged in the operation of this class of pub lic transportation must first ob tain from the commission a certifi cate or permit setting forth the terms and conditions covering such operations, also to file a surety bond or liability insurance and good faith undertaking. Tho maximum license tee is fixer at $10 per vehicle. The necessary application blanks, Including a request for pertinent data, accompanied by copies of the law, are furnished by the public service commission promptly upon request. The county clerks and county judges of the various counties have been supplied with copies of the new law for the information of the general public. The commission requests the co operation of the automotive in dustry and the general public in the introduction of and compliance with the new law in matter end spirit. Man Sentenced To Die Insane Doctor Thinks In a formal report placed be fore Governor Olcott late this aft ernoon, Dr. W. Carlton Smith, state penitentiary physician, ex presses the belief that Abe Evans, condemned to die for the murder of James Doran, is insane. Following receipt of the report Governor Olcott ordered a further examination of Evans by Dr. R. E. Lee Steiner, head of the state hos pital for the Insane. Evar who was sentenced to die December 2 for the murder which took place September 10, has made three attempts to eiiif his own life during the last few weeks. His execution wag stayed pending an appeal to the Oregon supreme court. The murder for which he is held was committed, in Wasco county. ' Two Accidents Fatal. There were no fatalities in Ore gon industries during the week ending December 29, according to reports filed with the state indus trial accident commission. Of a to tal of 222 accidents reported to the commission for the week 198 are subject to the provisions of the workmen's compensation act.
