press Is pretty well agreed that
Italy will not play a yery active
part at the Washington conference
as long as only the question of the
limitation of armaments is on the
program. " ,
Italy feels that as far as the
question of disarmament is con
cerned she has already done what
she can do by demobilization; as
for further armaments she is of
course obliged to govern herself by
the action of other powers.
Unquestonably Italy is deeply
Interested in having a general re
duction of military and naval arm
aments brought about. But she
sees France going to Washington
with intentions that are far from
such an aim, and she knows that
the resistance of a single Euro
pean power to disarmament binds
all others.
Thus Italy would be directly in
terested in the Washington confer
ence only In the event that the
American president should also
bring up the question of war
credits, as It is hoped he will. If
It should come to a discussion of
this question Italy will of course
take the Btand that the financial
relief of Europe is the very first
condition for Its pacification.
These questions are, of course,
safer in the hands of a Schanzer
and a Mada and can be treated by
them more objectively than they
could be by a foreign minister.
These two men, by the way, are
two calm but keen observers who
Will keep the foreign minister ful
ly posted on what interests him.
Soviet Favors
Food Plan Put
Up By Yankees
New York, Dec. 21. Faith In
the American plan of sending food

the. starving in Russia has been
manifested by the soviet delega
tion in London in a letter to the
American Relief administration
headquarters informing that body
that the remittance plan will be
adhered to In the future. The
soviet staff In London has been
ending food to relatives in Russia
through the American Relief Ad
ministration weekly courier, who
has also been carrying the food
remittances from the British cap
Ital to the warehouses In Russia.
The acceptance of the food re
mittance system for reaching the
hunger sone with food supplies
from London Is evidence of the
superiority of that method over
others attempted.
The following letter from N.
Kllshko, member of the soviet del
egation in London, to the Ameri
can Relief administration head
Quarters Is self expanatory:
"We are indeed very glad to
hear that your administration has
lgned the scheme for food remit
tances to Russia. We have in
structed our employes who have
seen sending food through our
delegation that in future this prac
tice will be stopped and we are
referring that to you. Will you
be kind enough to send a suffi
cient number of application forms
both to our address at 128 New
Bond street and the office of the
soviet house, 43 Moorgate street,
E. C.t"
As further demonstration of the
satisfaction of the American Food
remittance plan Mr. KliBhko has
personally sent three of these re
mittances and is urging others to
take advantage of the plan.
Through this arrangement it is
possible for anyone in America to
send help to the needy folks in
Russia. Food In lots from $10 up
to $50 can be sent upon applica
tion in person or by mall to the
American Relief Administration's
office, 42 Broadway, New York
citty. in turn, remittances are
ent to warehouses in Russia near
est the location of the recipient,
who is notified and given the
package of food, which includes a
generous allotment of flour, con
iensed milk, rice, beans, hominy,
sugar, tea or cocoa and soap.
For those who desire to send
food to institutions or groups in
the famine section remittances can
be obtained up to $500.

Vetoed Bills
Resurrected For
Senate Action
Twelve senate bills passed at
the last regular session but
which fell under the veto of the
governor and have lain dormant
since that time were resurrected
yesterday and the governor's veto
sustained.
Among the dozen is the Eddy
bill which sought to compel util
ities to live up to ,the terms of
franchise contracts made with a
municipality and taking from the
public service commission the pow
er of interfering with rates spec
ified under such contracts.
Senator Ryan's bill exempting
sand and gravel taken from nav
igable streams for use In road
construction, from payment of the
state royalty is also Included in
the list.
A two thirds vote of the senate
is necessary to pass the bills over
the governor's veto. The bills were
all sent to committees for further
.
consideration and recommenda
tlon before the senate takes any
action. -

St. Louis, Dec. 21. The wrinkle
in the socks of Alfred Capasso,
proprietor of a "soft drink bar,''
has caused a new interpretation of
the search warrant clause of the
prohibition law.
When federal officers raided
Capasso 's place they found ten
smalKbottles of "mule" secrete
in his socks. No booze was found
behind his bar. Special Assistant
Attorney General John Dyott rul
ed that Capasso could not be pros
ecuted because the search warrant
did not provide authority for of
clers to search his socks. He was
released.

Paper Mulch to Aid
Pineapple Growers
Honolulu, Dec. 21. A special
paper manufactured from bagasse
or cane pulp from which sugar has
been extracted, is now being ex
perimented with by the pineapple
growers of Hawaii, with results
which indicate that Its use as a
mulch on the pineapple fields will
not only prevent weed growth,
thereby reducing labor costs, but
will Increase by about three tons
to the acre the production of pine
apples. The mulching process, which
was Invented by C. F. Eckart, for
mer manager of Olaa plantation,
on Hawaii, and on which patents
are held, has been used very suc
cessfully on the can fields. The
paper mulch Is applied in rows be
fore planting, and in the case of
pineapples the crowns are planted
in holes punched through the
layer of paper. The plant is thus
free' to grow, but weeds cannot
readily come up through the mulch
and surface evaporation from the
ground Is also checked, thus pre
venting excessive drying or bat
ing of the surface.
The question of increasing the
levy more than 6 per cent over
last year's levy In the Gold Hill
schols was defeated in he recent
election. The school budget of
$16,111.14 was adopted. ' . '
The lumber mill at : Buxton,
which has been Idle for some time,
will resume operations upon com
pletlon of the new railroad Into
the timber belt. The mill has a
capacity of 100,090 feet a day.

A two-year survey by the domin
ion government which is just be
ing completed shows that wheels
and turbines to "the extent of 2,
471,000 horsepower are now in op
eration. .This represents only 5.9
per cent of the waterpower re
sources which the survey places Lt
