A Tale of Two Cities
When San Francisco wanted an exposition, the business
men of the community subscribed f 15,000,000 in a single
afternoon.
When Portland wants an exposition, the business men talk
for a year, then ask the tax-oayers to out ud $5,000,000
before the business men put up a cent.
The difference in methods of financing expositions shows
the differences between the two cities. San Francisco busi
nessmen are willing to take a chance and risk their ow
money in what they believe will help the city. Portland
businessmen haven't faith enough in themselves, or the ex
position, to risk their money, but are willing to pocket the
profit if the tax payers foot the bills.
But the difference between the methods of San Francisco
and Portland do not stop with expositions. It is San Fran
Cisco enterprise and capital that has built up California. It
is the lack of Portland cooperation that has made Oregon
the least developed state In the coast. As Portland acts
toward the exposition so she acts towards Oregon willing
to share the profits if someone else does the developing.
"Everlasting Dishonor
Now that the Senate has ratified a separate peace with
Germany, negotiated without consulting the senate by Pres
dent Harding, it is interesting to remember what Senator
Lodge said in 1918 when it was falsely rumored that Presi
dent Wilson might do the same thing. Senator Lodge
declared:
The Intent of Congreag and the Intent of the President was that
there could be no peocc until we could create a situation where no
such war as this could recur. We cannot make peace except in
company with our allies. It would brand us with everlasting dis
honor and bring ruin to us also If we undertook to make a separate
peace.
However what would have been a brand of everlasting
dishonor and bring us ruin under a democratic president,
becomes a badge of honor under a republican president. It
was dishonorable to desert our allies, and shirk our obliga
tions in 1918, but most honorable in 1921. After our allies
have assumed the responsibilities, we are quite content to
grab the benefits and deem it highly creditable to keep faith
with no one.
We have a peace under which war can recur, a peace that
perpetuates the worst features of the treaty of Versailles
and eliminates the redeeming feature", a peace that breaks
faith with the allies and yet depends upon them for enfor
cement a peace that not even its authors are proud of and
the country as a whole ashamed of.
