service commission to the demand
sounded by Frank S. Grant, Port
land city attorney, that the street
railway company be compelled to
carry out Its improvement pro
gram as contemplated in the eight
cent rate order or reduce Its fares
to their former status.
With a view to supplementing
the work of the commission's en
gineers Buchtel has also request
od FranklinT. Griffith, president
of the street railway company, to
file with the commission a com
plete statement of the reconstruc
tion and maintenance work com
pleted, contemplated and In pro
gress since June 15, 1920, together
with the number of men employed
in connection therewith, the nuui
oer of jobs at present actually un

Wait Report
The state desert land board is
ready to enter into a contract with
the North Canal company for the
reclamation of the unreclaimed
27,000 acres in the present cen
tral Oregon project as soon as the
company is prepared to show a
feasable plan of reclamation in
cluding an estimate of costH, and
various other requirements pro
vlded by the state irrigation laws
This docision was reached by the
board at a meeting here tills aft
ernoon.
These requirements Include a
showing of the North Canal com
pany's financial ability to com
plete the project and the com
pany's right to sufficient water to
irrigate the landB in question.
The company wtll also be re
quired to show evidence of the
transfer of the lands In question
from the Central Oregon Irriga
tion company to the new organ
ization and u complete release of
all liens and satisfaction of out
standing obligation! covering uu
sold lands.
