One lan guage In Hawaiian schools was the slogan offered Americans of the terri tory by Doctor Benjamin Ide Wheeler, president emeritus of the University ot California, on his way through Hono lulu recently en route to the Far East as head of a trade misHlon. Concerning the language school problem in Hawaii, which has up wards of 160 Japanese language insti tutions, Dr. Wheeler said: 'I am sorry for the situation in which the foreign language schools of Hawaii find themselves, but they must realize that Hawaii is American terri tory and that English Is the language 'it America." , At a commercial club lunch where Dr. Wheeler was the guest of honor during his few hours Btay in Honolulu the California educator pleaded for a better understanding by Americans of the peoples of the Far East. San Francisco, April l-Callfornla congressmen have been asked by the Canners League of California to use their efforts to have part of the $100, 000 appropriated by congress for inr vestlgation of trade development pos sibilities with Latin America expended In a campaign to induce South Ameri can countries to lower their tariffs on California canned goods. Existing tariffs make it practically impossible for Americans foodstuffs, particularly canned goods, to enter South American markets, according to the Canners' League leaving lumber the only commodity that can be ex ported In any quantity from the -Pacific coast to South America. Buchtel and Fred A, Williams in reply to the at tack launched by LaRoehe against the proposal of the commission for city ownership of the rails of the street car company as a solution of Fort- land's rapid transit problem which LaRoehe has characterized as uacon stitutional. Although the commissioners do not care to "assume that there is any de sire on the part of the councilmanlc committee to evade a responsibility" as represented by the acceptance of the commissions recommendations. the eleventh hour opinion of Attor ney LaRoehe "came as a distinct sur prise," in view of the many confer ences arid hearings wherein this sarr.e noint has been raised in the presence of LaRoehe and the many opportuni ties he has had to offer his objections to this plan before. The recommendations contained in the recent order "contemplate neith er tribute nor subsidy to the cocn-.- pany nor the advancing of moneys for Its benefit, but we -advocate a plan designed to relieve the car rider and distribute hhe burden equitably among all who share the benefits thus assuring a maximum service at a min imum fare," the statement rtads.
