Washington, Mar. 5. The rejoinoer
of President Wilson to the last note
of the French and British premiers on
the Adriatic situation was placed on
the cables last night and today was in
the hands of American diplomatic
agents In Europe. The message prob
ably will be decoded today and laid
before the premiers.
The state department declined to
make public the .contents of the note
or intimate the position the president
had taken on the proposal contained tn
the recent Anglo-French communica

McNary Introduces
Reclamation Bill
Senator McNary has introduced a
bill In congress as a substltte for the
measure drafted by the Western States
Reclamation association, according to
information received today by State
Engineer Clipper. The McNary meas
ure provides for an appropriation of
250,000,OOO the same as the original
measure, but the amount would be
able only in sums of $15,000,000 an
annually to be paid out of the funds in
the treasury unless there were no such
available only in sums of $15,000,000
raised by a bond Issue. The new bill
was drafted to overcome objections to
the original bill raised by the treasut j
department.

Washington, Mar. 4. F.fforts to

through its diplomatic scents, aided
revolutionary attempt; to upset the
soviet government in Russia were
continued today before a senaate com
mittee by former Senator Hardwick of
George, counsel for Ludwir P. A. K.
Martens soviety ajrent in this countrv.
D. C. Poole, former American consul
general at Moscow was on the stand
but denied unqualifiedly that he had
taken part in what Senator Hardwick
termed "conspiracies under the Amer
ican flsg to blow up Bridges."
Consular funds of the United States
had been left in the Moscow banks,
Mr. Poole said, because the soviet "na
tionalized" them and his subordinates
were unable to draw out the money.
He also told of raids by soviet agen
cies, on the consular officers of other
countries.

Cod canal was reopened today to per
mit the passage of coal barges and
colliers' idestined to relieve the fuet

the railroad administration relinquish
ed control Sunday night.
