WALLOWA COUNTY SENIOR
PUBLIC NOTICE
NOTICE IS GIVEN, the Wallowa County Board of Commissioners
will be conducting a legislative hearing during the Wednesday,
March 16, 2022 meeting that begins at 9:00 a.m., in the Thorton
Conference Room of the Wallowa County Courthouse.
This hearing will be for:
WC COMP PLAN CHAPTER 9 AMD#21-02 – Oregon Senate
Bill 2 (2019) provided statutory authority to re-zone up to 50 acres
for employment lands (ORS 197.716) with the completion of an
Economic Opportunity Analysis (EOA). If approved, the resulting
EOA replaces Appendix 9.1 of the Wallowa County Comprehen-
sive Land Use Plan.d20
Article 21, Rural Service (RS) AMD#22-01 – The proposed
amendment provides greater specificity to the zone ordinance,
removes “non-farm single family dwelling” as an allowable use,
and diversifies the allowable commercial uses. The amendment
would not constitute a rezone of any parcel as the current zone has
not been applied to any property, but property owners may decide
to apply for a zone change.
These matters will be reviewed for conformance to the WCCLUP
and WCLDO Articles 5 and 8, and any other applicable goal,
regulation or ordinance of Wallowa County or the State of
Oregon. All applications and draft staff reports may be reviewed
in the Planning Dept. Monday – Thursday from 7:00 am to 5:00
pm. Written comments must be received by the Wallowa County
Board of Commissioners – 101 S River St. Room 301, Enter-
prise, OR 97828 – by 3:00 pm on Monday March 14, 2022. Oral
comments may be given at the time of the hearing, which is open
to the public. For persons with disabilities that wish to attend,
please call at least 24 hours before the meeting so accommoda-

INVITATION TO BID
Bond Projects Abatement
Enterprise School District is seeking an abatement contractor to
support the District’s bond construction project, with a focus on
abatement of asbestos-containing pipe insulation and flooring in
areas that will be modified by the District’s general contractor for
the bond projects.
Enterprise School District Interim Superintendent Thomas Crane
will receive bids via e-mail submission from qualified contractors
until 2 p.m. Pacific Time, Tuesday, March 29, 2022, at which time
the bids will be opened and read aloud to all in attendance. Public
bid opening will be conducted via Zoom meeting, log-in informa-
tion listed below. Bids are to be submitted via e-mail to enterprise-
bond@wenahagroup.com. Bids submitted via other method or
received after the time fixed for opening will not be considered.
The First-Tier Subcontractor Disclosure Form must be emailed to
enterprisebond@wenahagroup.com within two (2) business hours
after the advertised bid closing time.
PRE-BID CONFERENCE: A mandatory pre-bid conference will
be held at 11:00 a.m. Pacific Time, Friday, March 18, 2022 at En-

pletion of the project are essential conditions of the contract and
that the time for beginning and completion of the project shall be
considered by the Owner in awarding the contract.
No bidder may withdraw his bid after the hour set for the opening
thereof, or thereafter, before award of the contract, unless award
is delayed for a period exceeding 30 days from the Bid Opening
date. The Owner reserves the right to waive any irregularities in
the bids, to reject any or all bids, and to accept only such bids as
may be in the Owner’s best interest.
