Notice is hereby given of a public hearing to be held by the Wallowa County Planning Commission on
Tuesday, November 30, 2021 at 7:00 pm in the Thornton Conference Room, 1 st floor of the Wallowa
County Courthouse.
AIRPORT DEV AMD#21-01 FINDINGS – Proposed amendment, AMD#21-01 submitted by D. Rahn
Hostetter of Hostetter Law Group, LLP on behalf of S&V Properties, LLC is a request to add a
new airport adjacent zone titled ARTICLE 58 AIRPORT DEVELOPMENT. This amendment would not
constitute a rezone of any parcel but could provide the opportunity for property owners adjacent to the
Enterprise or Joseph airports to apply for a zone change.
JOHNSON ZC#21-01 (Discussion continued from October 26, 2021) –The Wallowa County Board of
Commissioners amended Appendix 9.1 of the Wallowa County Comprehensive Land Use Plan with an
updated Economic Opportunity Analysis (EOA). This EOA proposed to change the zoning on 20 acres
of property described as Township 1 North, Range 42 East, Section 14, Tax lot 100 currently zoned
Exclusive Farm Use (EFU) and owned by Clint Johnson. If approved, 20 acres would be rezoned to
Rural Commercial (RC) and the Wallow County Comprehensive Land Use Plan and associated zoning
maps would be revised.
RAHN CUP#21-11 - Conditional Use Permit submitted by Amanda and Brian Rahn. The proposed
Conditional Use Permit is a request for a Hardship Dwelling in the Exclusive Farm Use (EFU) zone.
The property in question is described as Township 02 South, Range 44 East, Section 11, and Tax Lot
1300. It is more commonly known as 65078 Hurricane Creek Road, Enterprise, OR 97828 and consists
of approximately 19.25 acres.
Other Business:
The next Planning Commission meeting is scheduled for January 25, 2022.
These matters will be reviewed for conformance to the WCCLUP and WCLDO Article 1, Article 5, Arti-
cle 7, Article 9, Article 12, Article 15, Article 16, and any other applicable goal, regulation or ordinance
of Wallowa County or the State of Oregon. All applications and draft staff reports may be reviewed in
the Planning Dept. Monday – Thursday from 7:00 am to 5:00 pm. Written comments must be received
by the Wallowa County Planning Department – 101 S River St. Room 105, Enterprise OR 97828 – by
3:00 pm on Tuesday, November 30, 2021. Oral comments may be given at the time of the hearing,
which is open to the public. For persons with disabilities that wish to attend, please call at least 24
hours before the meeting so accommodations may be made.

ern Oregon is back on track
to recovering jobs lost due
to the COVID-19 pan-
demic, according to state
economists.

rates have dipped to the low-
est level since the pandemic
began in the spring of 2020.
Union and Wallowa coun-
ties saw a 1.5% and 1.6%
decrease in unemployment
from September 2020 to Sep-
tember 2021, respectively,
closing out with 5.3% and
5.4% total unemployment
rates. Baker County saw a
2.2% drop during the same
period, from 7.1% to 4.9%,
the largest drop of the North-
eastern Oregon counties.
Grant County saw a 1.5%
decrease, down to 6.6%.
Morrow County recorded
one of the lowest year-end
decreases with just 0.9%,
down to a 4.4% unemploy-
ment rate since September
2020. Morrow County’s sea-
sonally adjusted unemploy-
ment rate ranked sixth out
of 36 Oregon counties, tied
with Clackamas and Yamhill
counties.
Umatilla County’s unem-
ployment rate of 5% placed
14th in September among
Oregon’s 36 counties, tied
with Jackson County. During
the year, Umatilla Coun-
ty’s seasonally adjusted
unemployment rate fell by
1.2 percentage points since
September 2020. Umatilla
County led job growth pri-
marily through public sec-
tor employment, adding 470
government jobs during the
year.
Union County is largely
back on track, according to
economists, but not fully
recovered from the 1,400
jobs lost at the start of the
pandemic. Leisure and hos-
pitality regained 87% of jobs
lost, but remained roughly 60
shy of full recovery.
Evidence of those statis-
tics can be found in persistent
help wanted signs at fast food
chains, while job advertise-
ments have largely disap-
peared from the windows of
local restaurants. Restaurants
such as Mamacita’s Interna-
tional Grill, La Grande, have
had to close temporarily or
reduce hours due to staff -
ing shortages, while others
such as local bistro and eat-
ery Wine Down have closed
permanently.
The total increase across
Northeastern Oregon coun-
ties was approximately 1,450
jobs over the year ending in
September. Of those jobs
added, 700 were in the pri-
vate sector.
Across the state, unem-
ployment rates fell to 4.7%,
down from its high of 13.2%
in April 2020 when govern-
ment-mandated shutdowns
halted economies across the
United States. The unem-
ployment rate is slightly
higher than its pre-pan-
demic level of 3.5%, fl irting
with the idea of a full recov-
ery as COVID-19 infections
fall across the state, and vac-
cination rates rise to 80%,
according to the Oregon
Health Authority.
Unemployment claims in
Eastern Oregon fell dramati-
cally over the year, tumbling
from 1,918 unemployment
claims in September 2020 to
just 794 in September 2021,
a nearly 60% drop in claims
numbers. Those numbers had
been continually dropping
since January 2021.

k. Description of Request: In response to the Commission’s March 29, 2021 letter, the licensee pro-
poses to add the Oxbow Fish Hatchery as a project feature to the existing license for the Hells Canyon
Project. However, the licensee explained that the existing hatchery building has become increasingly
difficult to maintain and/or repair, due in part to its age. The hatchery building also does not meet
modern industry safety standards. As such, the licensee additionally requests to amend the project
license to demolish the existing hatchery structures and construct a new and modern Oxbow Fish
Hatchery in the same location. The licensee does not propose to modify hatchery operations or larger
project operations.
