Install a heating system consisting of three units (front, mid, and back units with air filtration system, two of these would be heat pump systems with the third being a high-efficiency gas furnace). Installation would include connecting the system to the current well. Install a retractable divider wall in the main meeting room. All parts and labor to make this a complete operating and installed turn-key system including wiring and controls. This will be a design build contract. The County will provide permits.
