County continues
fi nancial support
of small business

Wallowa County Chieftain
ENTERPRISE — A
donation of $10,000 to
Wallowa Business from
the Wallowa County Board
of Commissioners con-
tinued county support of
small business during the
board’s Wednesday, May
19 meeting.
Todd Rodgers and
Jolene Cox, who serve
on the board of Wallowa
Business, with the Ore-
gon Small Business Devel-
opment Center Network
of Blue Mountain Com-
munity College, asked the
commissioners for sup-
port as had been received
in the past. Rodgers noted
that the county has given
$10,000 annually to sup-
port the organization,
which supports local busi-
ness. He said the COVID-
19 pandemic has forced
his group and small busi-
nesses to alter their opera-
tions in light of forced clo-
sures experienced last year.
“We’ve obviously had
to be a bit more fl exible
with how we did that, so
we’ve had online classes
and demonstrations to help
businesses get through,”
he said. “We wanted to
see if, this year, there was
any availability of funds to
donate, though it’s proba-
bly not going to be at the
level where it has been
before. I just wanted to
see what you guys have
thought or discussed.”
But Rodgers and Cox
not only received verbal
support, they received the
fi nancial support Wallowa
Business hoped for. The
$10,000 donation from the
county came from its video
lottery fund.
Commissioner
John
Hillock expressed his
appreciation for the assis-
tance Wallowa Business
has provided in distribut-
ing federal funds to small
businesses.
“Your group was very
helpful in the distribu-
tion of the PPP (Pay-
check Protection Program)
money and helping fi ll out
applications,” he said. “I
really appreciated that …
I helped several people
where I could, but mostly
I referred them to your
group.”
Commissioner
Todd
Nash took the opportu-
nity to inquire about addi-
tional funds to help people
who had waited to get their
taxes done after the PPP
ran out.
“I also heard there was
$8 billion left in reserve
for minorities and I was
wondering if you had any
inside information on that,
and if the minorities don’t
end up taking that, if it
would be available to the
general public again,” he
asked.
Cox said she had no
information on the funds
Nash mentioned.
In other matters, the
commissioners:
• Voted to stand by the
county Planning Commis-
sion’s denial of Charles
Woods’ appeal of its denial
of a conditional use permit
to build two houses on his
property. Woods attended
the meeting by phone.
• Accepted Hannah
Miller’s resignation from
Assessor’s Offi ce.
• Transferred $35,000 to
the Wallowa Lake County
Service District water and
sewer fund and $8,550 to
Veterans Outreach.
• Approved a scope of
review of Land Appeal.
The family of Helen Bernice (Clark) Beard
would like to thank everyone who came to
Helen’s service. We also would like to express
our gratitude to all those who shared stories,
kind words and memories. Also a special thanks
to all those who made donations to the food
bank and sent cards during this time.

Gladys Huffman
January 17, 1920 - April 11, 2021
Gladys Huffman, 101, passed away peacefully
Sunday, April 11, 2021, in Joseph, Oregon.
Gladys worked as the bursar at Lewis-Clark
State College beginning in 1963, of which she was
very proud, and was an early advocate of the nation-
ally renowned Warrior baseball program. Later she
worked as the director of the Area Agency on Aging
in Colfax while keeping her home up in Lewiston.
Gladys married Paul Huffman in 1973 and they
shared a loving marriage until his death in 2017 de-
spite having to live in separate residences because of
their individual care needs.
She was an avid volunteer, served on many
boards, taught aerobics into her 80’s and acted at
the Lewiston Civic Theatre. She was famous for
many of her culinary dishes, including red velvet
cake, Christmas cookie platters, scalloped oysters,
almond roca and champagne punch (which always
seemed to amplify her British accent). She also had
a long line of saucy “Scouser ditties” and British pub
songs that were not ALL suitable for children. She
could often be heard singing “cigareeeets and whis-
key and wild wild women!!”
A member of the VFW and the American Legion she was very proud of
her military service. Gladys was a true patriot and a staunch consevative. She
always wrote in Dwight D. Eisenhower when she didn’t like who was running.
Really... She did!
Gladys spent the last three years of her life at the Alpine House in Joseph,
Oregon where she was a valued and esteemed member of their community.
At her 100 year birthday celebration, she received a telegram from Her Royal
highness Queen Elizabeth II. While Gladys saw this as one of the highest hon-
ors, all of the members of her family recognize her as our one true queen.
Gladys was preceded in death by her husband, Paul Huffman, daugh-
ter Debra Ruark Armstron, daughter Julie Ament Matthews, son-in-law
Chris Mathews and great grandson Hunter Skiles. She is survived by her
brother, Erice Favager; daughter Caryl Mackey, daughter Vickee and Ben-
nie Gockley; grandchildren Jodi and Jim Burke, Brett and Tammy Jurries,
Stormi Kime Vasquez, Melissa and Gib Quigley, Tristan and Christa Ruark, Kevin
and Adrienne Ruark, Tyler and Kara Armstron, Cory Mathews and Jake
Mathews; 18 great-grandchildren; and Kaitlyn Daisy Clarke, her great-
great-granddaughter.
A memorial service was held April 17, 2021 at the Episcopal Church of the
Nativity for family only because of COVID-19 restrictions.
