NOTICE OF PUBLIC HEARING
The City of Joseph hereby gives notice of a public hearing to
consider a conditional use application submitted by the Wal-
lowa County Health Care District to build a medical clinic at
800 North Main St. and Daggett St. The subject property is
located on Map 02S45E29BC, Tax Lot 411, Parcel 2 in Jo-
seph, Oregon. The following specific criteria will be applied
to this application: Zoning Ordinance 2009-01 Article 3. Use
Zones, Article 4. Supplemental Provisions, Article 6. Condi-
tional Uses, Article 9 Administrative Provisions, Article 10.
Zoning and Site Development Review Procedures.
Those with an interest in the application are invited to appear
at the hearing and place their testimony on record for council
deliberation. Written testimony will be taken up to the time
of the hearing. Comments and concerns will be heard at the
hearing. Written testimony may be submitted to the City Re-
corder, 201 N. Main Street, P.O. Box 15, Joseph, Oregon
97846 prior to 4:00 p.m. on the date of the hearing, or at the
hearing. Written or oral comments or concerns must address
how the applicant does or does not comply with the criteria or
standards on which the City Council must base its decision.
A copy of the staff report will be available for inspection at no
cost at least seven days prior to the hearing. A copy will be
provided upon request at reasonable cost. Failure of an issue
to be raised in a hearing, in person or by letter, or failure to
provide statements or evidence sufficient to afford the deci-
sion maker an opportunity to respond to the issue precludes
appeal to the Land Use Board of Appeals (LUBA) on that is-
